Vétérinaires Sans Frontières Suisse (VSF Suisse) is an international NGO with headquarters in Berne, Switzerland. VSF-Suisse is a development-oriented, politically and religiously neutral, non-profit organization. Activities range from emergency relief to long-term development and implements projects in Southern Sudan, Northern Kenya, Somalia and Ethiopia. The Ethiopia programme is implementing different projects in the areas of resilience building, disaster risk reduction animal health interventions, nutrition sensitive humanitarian programmes. To identify factors that affect the distribution and dynamics of PPR and so as to improve surveillance and control strategies for the elimination in high risk areas of
Sity and Fafen zones, and Babile woreda of Nogob zone
Shebelle and adjacent woredas of Korahe zone
Dollo zone, i.e. previous Worder zone of Somali region, VSF-Suisse is planning to conduct an assessment with objectives among others:
characterization of small ruminant production and marketing in a specified population (geographical area/community); herd dynamics, interherd contact network, contact with other populations, contact with camels, wildlife, small ruminant value chain
descriptive epidemiology of PPR in the specified population; history of occurrence, frequency, distribution, severity of clinical signs, morbidity, mortality in susceptible species (goats, sheep, camels, wildlife), level of immunity, impact of control measures
livestock keepers knowledge and perceptions of PPR and mitigation measures; main sheep and goat problems, absolute and relative impact on livelihoods, relationship with animal health service providers, (dis)incentives to report disease and implement control measures
institutional analysis of livestock sector, nationally and locally; roles and responsibilities, power and influence
Expected outputs of the assessment among others:
factors influencing PPR occurrence and control
disease transmission model, modelling of control strategies
socio-economic impact of PPR
recommendations for strategy and communication
VSF-Suisse Ethiopia Country Office, therefore, wants to hire an experienced and competent consulting/research firm for mapping of social ecology and epidemiology of PPR in a specified population of zones of Somali Regional State to implement a progressive control program for peste des petits ruminants (PPR). Time Frame The assignment is expected to be completed in a one month period. The consultant/firm should submit the detailed breakdown of the timetable based on the following major activities as a guideline or suggestion:
Review of different supporting documents
Developing tools for need assessment and gap analysis
Conducting e-survey
Field visit
Analysis and reporting
Developing tools and guidelines for the assessment
Staff training
Final report writing and submission

Financial proposal
Financial proposal must include VAT and Tax as per current government policy.
VAT and Tax will be deducted from the from the payment as per current government policy
Financial proposal must in ETB and payment will be made in ETB
Break down of the cost proposed as set forth in the TOR and the schedule of activities as per the timeline defined in the TOR.
Qualifications
Post-graduate degree in related field and relevant for the objective of the consultancy with sound & proven experiences in similar assignments
Consultant must have significant knowledge and understanding about the subject , strategy, methodology, community dimension, Gender, mainstreaming disability and service provision system and procedures
Must be experienced in developing and implementing similar studies.
Good knowledge and experience in livestock disease eradication programmes, as well as statistical data analysis is required;
Experience in the use of participatory appraisal techniques in data collection
Fluency in English and Amharic is essential, knowledge of Somali language is an advantage;

Knowledge and experience of Statistical Package for Social Sciences (SPSS) is desired.
Excellent reporting and presentation skills
