Job Summary
The Senior Program Evaluation Advisor, under direct supervision of the Country Director, will support ICAP in Ethiopia in operations research and ongoing program evaluation based on systematically collated data to inform programmatic decision making and support improvements in quality of services. S/he will work closely with M&E and other Departments in matters related to operations research and program monitoring and evaluation.
Duties and Responsibilities The incumbent will: • Assist in developing strategic framework for program evaluation and operations research activities
Assist in Identifying key areas of program evaluation and in setting priorities
In collaboration with ICAP M&E Team, support capacity building activities in program evaluation and operations research
• Support in screening proposals and suggestions for program evaluation and operations research • Assist in developing and ensuring the inclusion of program evaluation and operation research activities in quarterly and annual workplan • Assist in designing project proposals for program evaluation and operations research in selected priority areas • Assist in internal capacity building activities and coordinate and support the implementation of program evaluation and operations research activities • Assist in coordinating and conducting analysis of program evaluation and operations research data and the write-up and dissemination of results • Develop recommendations necessary for decisions making and program improvement • Assist local partners in capacity building activities related to program evaluation and operations research • Support staff in following-up implementation of recommendations for program improvement. • Develop and submit monthly, quarterly and annual reports on program evaluation and operations research • Perform any other duties and/or responsibilities related the program as assigned by the Deputy Chief of Party.
Job Requirement
Required qualification and experience: • M.D and Master in Public Health or Epidemiology • At least 10 years’ experience in program evaluation/operations research • Demonstrated skills in designing and conducting surveys and program evaluation, including HIV programs • Ability to independently develop and implement the responsibilities stated in the job description • Skills in independently conducting trend and survival analysis • Knowledge to interpret cohort, trend and survival data • Proficiency in oral and written communication in English language • Interpersonal, organizational, supervisory, and presentational skills • Able to make frequent travel to field sites
