Job Summary
Under the guidance of Director of CTD, the LAB advisor leads and coordinate the design and implementation of comprehensive, family centered, and quality LAB programs at ICAP-CU in Ethiopia supported RRLs.
Major Duties and Responsibilities As Lab Advisor in ICAP-CU Ethiopia, the incumbent will have the following responsibilities:
Provide technical assistance at national level to rollout LAB services
Provide technical assistance to the EPHI and RRLs in developing/updating different guidelines, working formats, monitoring and evaluation indicators
In collaboration with EPHI, organize and provide/facilitate Lab TOTs for RHB,zonal and facility staff
Lead and support capacity building of staffs in the RRLs and RHBs
Assist the transition of LAB program to RHB/RRL
Lead, coordinate and provide technical assistance in planning, implementation, monitoring and evaluation of LAB programs of CU ICAP in Ethiopia supported RHBs/RRLs
Provides technical logistic support for implementation of International And National External Quality Assessment Scheme (IEQAS/NEQAS)
Coordinate support for strengthening of regional lab setup according to national guidelines
Provides technical & logistic support for implementation of regional external quality assessment scheme (REQAS) in the regions
Provides technical support RRLs for implementation of QMS at all laboratory tier level
Coordinate efforts to strengthen diagnostic capacity of major laboratories
Provides technical supports to implement WHO AFRO Laboratory accreditation project in the region
Support the establishment and strengthening of biomedical center in the 7 regional HBs
Support the RRLs in sample referral (DBS,Viral load and TB/culture)
Support the advanced lab services in the 7 ICAP supported RRLs
Support the revision of the RHB’s SOP
Participate in the regional Lab working group activities
Participate in the regional offices monthly performance review meetings
Support the RHBs in the development and adaption/adoption of client education materials and provider support tools
Support the RHBs in preparation of continuation application (CA)
Participate in joint supportive supervision with RHBs and hospital based mentors
Facilitate LAB related trainings and monitor the quality
Ensure the implementation of LAB minimum package in ICAP supported heath networks
Expected to participate two weeks per month in the clinical systems mentorship and supportive supervision program which sometimes could be extended beyond two weeks as deemed as necessary
Review ICAP regional offices monthly LAB performance and provide feedback
Harmonize annual, semi-annual, quarterly and monthly plan with other departments
Lead and support capacity building of ICAP regional and zonal staffs on LAB services to facilitate mentoring of site level health care workers
Work closely with other advisors in central technical units
Represent ICAP-Ethiopia in different forums when assigned by the supervisor
Under the basis of need assessment conducted by ROs ,will be accountable to follow the timely technical evaluation ,purchasing process and distribution of furniture and supplies to ICAP supported RRLs
Provide technical assistance in renovation of Laboratories
Prepare the unit annual work plan with targeted benchmark indicators and evaluate them quarterly
Present and participate actively in monthly, quarterly, semi-annual and annual ICAP performance review meetings.
Compiles monthly, quarterly, semi-annual and annual activity reports; and
Perform others duties assigned by the supervisor
Job Requirement
Required qualifications and experience:
MSc Degree in Laboratory Science from recognized college/university
5 years’ work experience, including laboratory support to HIV program
Experience in teaching, mentoring, organizing and conducting related training.
Experience in development of national documents related to HIV/AIDS Programs
Excellent interpersonal and coordination skills
Proficiency in written and spoken English
Computer skills (MS Office and statistical packages
