Strengthening Human Resources for Health (HRH) is seeking candidates for a five-year project to improve health outcomes for all Ethiopians by reducing infectious disease and maternal, newborn and child morbidity and mortality through ensuring the availability and quality of health professionals at all levels of health service delivery. This project is a Jhpiego led consortium in which MSH is playing a major role in strengthening Human Resources for Health Management. The Project objectives include: supporting the implementation of the Government of Ethiopia (GOE) Human Resources for Health (HRH) Strategic Plan under the Health Sector Development Program (HSDP)- IV; improving the quality of public health teaching institutions; increase availability of key HRH categories through scaling-up the training of midwives, anesthetists and health extension workers and improving capacity in human resources management.
OVERALL RESPONSIBILITIES
The Regional HRH Management Officer will provide management and oversight for the establishment and strengthening of governance structures, policies, procedures and practices for effective human resources management at Regional Health Bureau (RHB), Zonal Health Department (ZHD), Woreda Health Office (WoHO) and health facilities in Ethiopia. This will include: providing support to improve organizational structure and staffing, HR leadership and governance development; evidence-based planning for human resource; effective HR management including recruitment, deployment and retention; and health education and health workforce regulation.
Under the guidance and leadership of HRH management advisors, HRH Management Officers are expected to strengthen RHB’s Human Resource Development and Administration Support Core Process and relevant structure at sub-regional and health facilities to conduct organizational and human resources management capacity assessments, planning and providing support to facilitate implementation of the plan, and provide training in HRM to selected staff so they can become effective HR managers. S/he will contribute to program learning, monitoring and evaluation and research.
The ideal candidate will have technical expertise and prior experience in program management or HRH program implementation, and more specifically, human resources management (HRM), experience working with health management structures of the Government of Ethiopia and other key stakeholders; leading teams, communicating and networking, completing deliverables on time, and achieving results.
SPECIFIC RESPONSIBILITIES
Planning and Management
Work closely with HRH Management Advisors and RHB HR Core support process, to facilitate development and implementation of HRM operational policies and procedures
Conducts organizational and HRM Capacity Assessment at RHBs, ZHDs, Woreda health offices and selected health develop strategies and plan of action to develop implementation capacity in human resources management; provide technical support to the implementation of the plans
Contribute to staff training needs assessment system, enhancing staff management and leadership development and the link to external pre-service training institutions
Participate in designing and implementation of long- and short-term retention schemes that are relevant to the Ethiopian health delivery system
Build on and expand existing HRH forums for HRH planning, coordination and successful implementation of capacity building activities.
Support the overall change management process related to improved HRH management and development at decentralized levels.
2. Program learning, monitoring and evaluation, research and communications
Contribute to data collection, analysis, reporting and on-going use of a project monitoring and evaluation data at the regional level for program success
Provide appropriate, timely and accurate monitoring and evaluation of project activities and outcomes, and contribute to the project reports to meet all USAID requirements
Contribute to and oversee the documentation of results from this project, research and evaluation and lessons learned at national and regional levels and support the dissemination of this information within and beyond the project.
3. Relationship management
With regional project manager and the project team, respond promptly to the needs of RHB and its lower structure, donor and other key stakeholders inquiries and concerns
Maintain good working relationships with partners at multiple levels of the project implementation.
Job Requirement
QUALIFICATIONS:
1. Degree in public health, international development, public administration, management, social sciences or a related discipline or equivalent to three to five years of experience in the following areas:
Implementing HRH Management and quality improvement programs.
Providing HRH and leadership and Management training with regional, zonal, and district health offices.
Providing technical assistance to RHBs staff working on Human Resource for Health.
Interacting with other RHB and implementing partners in HRH quality improvement issues.
2. Excellent communication and interpersonal skills. 3. Ability to build synergies across technical disciplines, leverage private sector resources, and nurture innovative alliances. 4. Fluency in written and spoken English required. Willingness to travel within the region required. 5. Understanding of USAID administrative procedures and requirements, fluency in Amharic, a plus.
