The Federal Ministry of Health is implementing the fourth Health Sector Development Plan using a more harmonized and aligned approach to development. The HSDP is a 20-year sector program. The first, second and the third phases of HSDP were completed in 2002 (1994 EFY), in June 2005 (1997 EFY) and in 2010(2002) respectively. The fourth phase – described in the fourth Health Sector Development Programme, HSDP-IV - covers the period July 2010 to June 2015. Within FMoH, as part of the operations team, the financial resource mobilization directorate (FRM) is the main driver of the resource mobilization, utilization and monitoring of financial resources. The directorate maintains responsibility for managing relationships between the FMOH and development and implementing partners, and ensuring that funds available to the health sector are utilized efficiently and towards the country’s highest priority areas. Additionally, the directorate is responsible for managing the funding application process for all of the government’s critical health grants including those from Global Fund, GAVI, local philanthropists and other institutions, and holds responsibility for proactively identifying mechanisms through which additional resources for the sector can be generated.
Building the capacity Resource Mobilization Directorate is a timely intervention in the face of the dynamic funding landscape. Coordination of activities related to the proactive mobilization of resources through grants, external advocacy and internal efforts across the programmatic directorates of the FMOH is critical to the ongoing success of the FMoH. Specific Tasks/Terms of Reference
In close consultation with Financial Resource Mobilization Directorate, the Technical Assistant will assume responsibility for:
Coordinate mobilization of funds from various sources like UN Agencies, Global Health Initiatives, local philanthropists and bilateral sources, and prepare concept papers and project proposals including preparation of readymade proposals to mobilize resources
Manage grant proposal processes from end-to-end as the focal person from the FRM directorate, including Global Fund, GAVI, local philanthropists and others as required
Provide assistance to FRM directorate in coordination & management
Develop a strategy for proactive mobilization (i.e. branding documents) of resources from external sources, including coordination between programmatic directorates and the FRM team
Coordinate and participate in the preparation of health sector budget plan
Initiate new ways that can improve share of the health sector as the percentage of total government expenditure
Conduct branding/Popularizing of remarkable achievements of the health sector for the international community
Support the skill development of an assigned full-time member of the FMOH FRM directorate to be assigned within first three months of work
Transition all responsibilities assigned above to relevant and assigned FMOH team member
Other responsibilities as assigned
Methodology and Reporting
The TA will be based in Addis Ababa FMoH /FRMD office with infrequent field travel. Terms of employment will be for one year.
The TA will be reporting to the FMOH, FRM directorate. The TA shall be paid from CHAI funds using the CHAI scale. CHAI will also provide technical support to the TA as required.
Job Requirement
Background and Experience
Post Graduate degree in public health development or related fields and 5 to 10 years’ experience in programming related to health
Skills in proposal writing and report writing
Relevant experience working in planning of programs, management of projects and financial utilizations
Competency in the use of computer software internet and computer-based management tools
Fluency in English, good analytical, diplomatic and negotiation skills
Experience in coordination, communication decision making, committed to achieve results, relationship-building partnering and networking especially with government and International Development partners
Familiarity with health systems policies and sectoral reform processes; ability to promote team work between MOH and DPs
