Main objectives and responsibilities of the position
Support and assist the medical coordinator and other CMT members with the overall medical content of programs in the country. Assists in providing medical leadership and direction to the mission by
Translating MSF policies and standards into implementation strategies.
Safeguarding medical ethics and quality of medical programming
Identifying humanitarian issues and supporting temoinage and advocacy
Following up the proper implementation of the different medical activities in the projects
Replace the Medco in his absence. Liaise with Health Advisor in Amsterdam and provide guidance and supervision to the Medical Coordination Team.
MISSION AND PRINCIPAL ACTIVITIES
A: Medical policy and planning
Participates in program planning and the development of new and existing project proposals and health related policies.
Supports the project coordinators and medical teams to translate the objectives of a project proposal into an implementable medical workplan.
Monitors the health needs (including water and sanitation, nutrition etc) and priorities in the country and alerts the MedCo and CMT
Assists and supports the MedCo, country manager and medical teams with identification of Ethiopian protocol & policy issues that have implications in the translation of the MSF health policy and identified health needs into objectives and priorities for health interventions (including watsan etc).
B: Monitoring and Reporting role
Safeguarding medical ethics and the quality of medical programming (i.e. relevance, effectiveness, safety, accessibility & appropriateness of MSF’s medical interventions as well as “best practice” clinical management of patients).
Provides support for all MSF-OCA project teams and their activities (incl. training, supervision, coaching, monitoring and evaluation of activities) and feedback on MMRs.
Ensures that program guidelines and protocols are implemented accordingly
Gives technical support to the projects & capital medical team in medical data compilation, report writing and the dissemination of information to relevant actors.
C: Staff health:
To participate in review and implementation of a suitable health policy for national staff
To monitor staff mental health needs and ensuring a response to the mental health needs of teams
Ongoing identification and facilitation of designated medical institutions, DMIs, for national and expatriate staff
Brief new staff members on personal health and staff health policy.
D: Representation/communication:
To provide medical representation for MSF as required by MedCo to local/national health authorities and relevant stakeholders
Establishing and maintaining relationships with other organisations and authorities whose activities are relevant to MSF’s work.
E: Human Resources Management:
Carry out the technical briefing and debriefing of medical team members (including watsan etc).
Assist in the recruitment/hiring of medical staff, medical staff development, supervision and coaching & evaluation
Designing, preparing, implementing and following up trainings/workshops in/for MSF-OCA projects including first aid training for all staff.
F: Supply and logistic of drugs and other medical materials:
In collaboration with Pharmacist, flying pharmacist and assist the MedCo will review the TSR and consumption data tool and give feedback to project teams. If possible, generate new ideas for best management of drug consumption recording & reporting.
Support and work with medco-assistant and pharmacist in analysing monthly consumption reports from the projects
G: Other Specific Tasks
Actively participates in any operational research undertakings
Actively participates in medical and humanitarian assessments
Maintains the medical component of the EPREP
Performs additional duties as per the request of immediate supervisor and other members of the CMT.
Time spend in the field and different project = 30-40%
Job Requirement
Requirements
Essential degree in medicine (minimum MD). Training in tropical medicine or Public Health will be an asset.
Essential 3 years of experience in relevant jobs, in MSF or other NGO’s in developing countries and rural context
Experience in the fields of public health is essential and experience in clinical and patient care projects with direct involvement in day to day patient care is an advantage and supervising and managing of professional staff.
Essential Fluent in English (reading and writing) -- Good written skills, with proven ability in report writing (medical reports, assessment reports etc).
Essential Adequate skills in reading and writing of the Amharic language – Somali language is an advantage
Knowledge of key national & international public health issues and clinical topics relevant to MSF (eg HIV, malaria, kala azar, TB)
Computer literacy: WORD, and Excel are essential, Epi-info and FUCHIA program skills are advantageous.
Pleasant and polite attitude at all times; ability to reflect the professional standards of MSF-H
Ability to act as part of multi-cultural and multi-disciplinary team
Interest in and commitment to MSF’s activities, enthusiasm to represent MSF to others.
Willing to do regular field visits to the different project sites in which MSF-Holland is working
Place of work: Addis Ababa, MSF-Holland Coordination Office, with frequent travels to the field. Terms of employment: One year contract with a possibility of extension
