VIII. Job function
The purpose of the JEOP Project Team Leader position is to provide overall leadership, coordination and supervision of relief interventions and staff in the project Woredas. S/he ensures Government and CARE’s project implementation; monitoring, evaluation guidelines and plans are followed in the woredas to effectively contribute to the achievement of project results and CARE's strategic objectives to address underlying causes of poverty and food insecurity. S/he will be responsible for following-up on trainings aiming at supporting woreda-level decentralization and local governance such as operational planning, targeting, resource mobilization, gender, community-based action planning, preparedness, early warning and policy advocacy. The JEOP project team leader also establishes and maintains effective working relationships with non-government partners working in the Woreda.
IX. RESPONSIBILITIES AND TASKS:
Engages in implementing the project activities in accordance with project design, annual implementation plan and other interim plans;
Participates in the development of a detailed implementation plan with project staff and partners/stakeholders at zone and woreda level
Provides technical assistance and support to other team members of the project-JEOP.
Ensure the timely commodity delivery to the project distribution sites and distributions with the right quality and quantity to the right recipients on timely manner
Coordinate the overall emergency food aid program in the project Woredas through working closely with Woreda partners offices
Ensure appropriate and effective systems are in place for monitoring and reporting the food aid interventions
Take part in emergency assessments representing the organization at woreda level
Take part in timely early warning data collection and analysis as well as reporting and also produces flash early warning updates
Makes sure that project activities are performed in line with the work plan;
Supports and coordinates needs assessments with Woreda partners, PA and village level community institutions, for the capacity building in relation to food aid projects implementation strategies, methodologies, and activities;
Organizes and facilitates joint participatory monitoring programs with the woreda partners and community groups, both technical and management bodies, document lessons and provide feed back to the project office;
Supports and builds the capacity of the front line staffs, including commodity distributors and store keepers, have deeper understanding of the different procedures and compliance mechanisms on commodity and warehouse management.
Conducts regular review meetings with the front line staffs and development agents and record lessons and provide feed back to the participants and to the project;
Together with the project staff and partners sets project quality standards and action steps and monitor the performance accordingly;
Conducts regular supervision and closely work with the field workers on site;
Ensures that the allocated resources are timely mobilized and properly used on the site;
Makes sure the food resources of the organization goes to the targeted and needy beneficiaries of the community with all the required quantity and quality on timely manner;
Supervises frequently commodity warehouses and distribution activities at designated distribution sites in the project woredas.
Resolve technical problems/and other issues that field workers and partners face with in his /her capacity and if not report to the project office for support.
Ensures all distribution documents such as MBL, payment sheet and others are properly maintained
Establishes firm and institutionalized working relationship with local officials, community institutions and other stake holders;
Prepares regular project progress updates at woreda level and discuss with representatives of the woreda;
Represents CARE at zone or Woreda level task force meetings and others as required;
Ensures that organizational core values, policies, procedures and program approaches are clearly understood and adhered to in the daily functioning of the project woredas and that information to monitor project progress and organizational performance, including M & E data are collected and used for organizational learning, decision making, reporting, and for promoting innovations;
Develops appropriate reporting formats together with the JEOP field staff and other relevant technical staffs;
Ensure periodical quality JEOP reports are timely submitted to head office
Collects monthly and quarterly performance reports from the commodity supervisor;
Produce post distribution monitoring reports following each round distributions
Checks and confirm the correctness of the reported activities;
Reviews and summarize the monthly and quarterly report for the woreda and submit to the project manager and the woreda. The report has to include the detail descriptions, challenges, problems faced and lessons learned in the reporting period.
Supervises Early Warning Officer who is responsible for early warning data collection and reporting
Supports the development of high performing teams at the project woredas and ensures that appropriate procedures and policies are followed.
Conducts performance review and appraisal of the employees under his/her supervision according to the policy of the organization. :
The Team Leader will be responsible for ensuring that gender equality and diversity values are upheld in the recruitment, orientation, performance assessment and management of staff.
Make sure that staff are mainstreaming gender organizationally and programmatically in their APOs.
Make sure that male and female employees of the organization receive equal treatment, opportunities and responsibilities.
Enforce the sexual harassment policy and the gender and diversity policy.
X. QUALIFICATIONS (KNOW HOW)
EDUCATION/TRAINING
Required:
BSc Degree in Agriculture, Disaster Risk Management or other related fields
B) EXPERIENCE: Required:
5 years experience in emergency project implementation in area of food aid program or related activities.
C) TECHNICAL SKILLS
Required:
Supervisory skill;
Computer proficiency;
Good communication and report writing skill;
Knowledge of local Language;
Familiarity/training in commodity management and donor regulation (USAID)
Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, conceptual understanding of participatory approach and sustainable development.
