PATH MACEPA seeks a Costing Consultant to conduct data collection, data entry, and preliminary data analysis for these costing activities. The Costing Consultant will work closely with PATH MACEPA and ANRS Health Bureau staff. The expected time required is approximately 100% FTE from January 5, 2015 to June 30, 2015 and approximately 40% FTE from July 1, 2015 to September 30, 2015.
RESPONSIBILITIES:
Assist with the piloting of standard operating procedures and Excel workbook templates for data collection, entry, and preliminary analysis.
Collect information from the ANRS Health Bureau, PATH MACEPA, and other partners in order to describe all activities undertaken at the regional, district, health post, and community level to plan for and implement each intervention or surveillance system.
Collect data from the ANRS Health Bureau, PATH MACEPA, and other partners on the quantities and unit costs of resources used at the regional, district, health post, and community level to implement each intervention or surveillance system, as well as data on the outputs associated with each intervention or surveillance system.
Enter all data collected into Excel templates for each intervention or surveillance system.
Conduct preliminary data analysis to populate the results tables in the Excel template provided.
Provide accurate and complete documentation of all data collected.
Submit draft Excel templates to the PATH MACEPA costing team for review at regularly scheduled intervals.
Follow up on queries from the PATH MACEPA costing team to resolve questions about the data collected.
Represent the costing activities to program managers and staff at the ANRS Health Bureau and other partners at the regional, district, and health post level.
Perform other tasks related to the costing work as needed.
Job Requirement
REQUIRED EXPERIENCE:
B.SC/B.A degree in Health Economics/Economics or related field with 4-years of experience is required, master’s degree with 2 years of experience is preferred.
Minimum 2 years of data collection experience.
Demonstrated proficiency with standard office software (Microsoft Word, Excel, and PowerPoint, Internet applications).
Proven data management experience.
An ability to work independently and as part of a team.
Strong communication skills and an ability to maintain confidentiality and interact professionally.
Professional fluency in English and Amharic.
Ability and willingness to travel outside of Addis Ababa (primarily in Amhara Region) for up to 50% of total working time.
Experience in the fields of malaria, health economics, and/or experience in costing intervention implementation is preferred but not required. This is an ideal position for someone relatively new to health economics and costing who is interested in developing applied experience in this area.
