JOB SUMMARY: Since March 2006, the International Rescue Committee (IRC) has been working with refugees and service providers to understand the causes of gender based violence (GBV) and to support individuals who suffered from such abuse. The goal of the CWI/GBV Program in Ethiopia is to minimize the consequences of violence against women by providing quality case management for survivors and to build the capacity of service providers and the community to prevent and respond to issues of gender-based violence.
Under the direct supervision Camp Manager, the CWI response Officer will supervise the case management and support provided to GBV survivors. The CWI Response Officer with train and supervise refugee social workers to respond to cases of GBV in the camp and ensure effective case management. This includes providing ongoing training and mentorship for social workers and utilizing monitoring and evaluation systems to ensure high quality services. As survivors of gender-based violence tend to have multiple needs, the GBV response officer will encourage smooth communication, collaboration and coordination among partners from the protection, health, legal, and psychosocial sectors committed to reducing the incidence of violence against women. This includes collecting data about GBV trends and disseminating information to all relevant stakeholders. The CWI response officer will also establish and maintain networks with community leaders, women leaders, service providers and camp management to ensure that survivors receive compassionate support from the community.
Responsibilities:
Monitor & supervise case management, including capacity building through training, mentorship and on-the-job training of social workers to provide case management.
Gather information about what partners have done and are doing. Monitor how partner organizations are implementing the IASC guidelines.
Build a relationship with all relevant GBV program stakeholders (health, legal, protection, psychosocial) in camp and the local community to encourage greater communication, collaboration and coordination among partners from the protection, health, legal, and psychosocial sectors.
Provide response related trainings for the legal, health, protection and psychosocial sectors in collaboration with GBV Prevention Officer.
Set the strategy and agenda for the coordination meetings and ensure minutes are shared with all members of the coordination meetings in a timely manner.
Liaise with stakeholders and GBV Prevention Officer to develop strategy, design exercises, and conduct mentoring exercises with health, police and ARRA protection.
Work with stakeholders to develop and implement standard operating procedures and monitor referral pathway to ensure easy access to all GBV services.
Prepare weekly, monthly and 3 month work plans
Submit DMS incident recorder every month to the CWI Manager. Utilize statistics and ongoing trends to determine program needs.
Develop monthly outreach plan with social workers, based on case trends and ongoing needs of women and girls, include strategies to reach women and girls who are more isolated/have special needs.
Update outreach materials, trainings and other materials to include SASA! methodologies as well as other relevant methodologies.
Work in collaboration with Prevention Officer to ensure ongoing needs of women and girls in the camp are being met through prevention-related activities.
Collaborate with CWI/GBV Prevention Officer to organize awareness raising events, including mass awareness events and ensure response related topics covered in events.
Compile monthly report and submit to CWI Manager, in collaboration with GBV Prevention Officer, by the 27th of every month.
Estimate quarterly program purchase requests according to the field requirements and submit requests on time
Monitor supply and logistical needs of project and ensure adherence to all relevant IRC logistic policies, including management of materials in the warehouse including management of materials in the warehouse.
Ensure that all relevant financial documentation is complete and submitted to finance in a timely manner as required by IRC finance policy.
Foster a team spirit among CWI staff and work in smooth partnership with CWI/GBV Prevention Officer.
Perform any other task designated by the camp Manager to ensure proper functioning of the CWI Program
Job Requirement
Diploma or Degree in psychology, sociology, Social Work, Public Health, Nursing, Women’s Studies, or related field with 6 years progressive work experience for Diploma and 4 years for Degree holders.
NGO experience is a plus
A trained counselor from a reputable organization, experience on counseling of GBV survivors or VCT.
Clear understanding of gender, human rights, and issues surrounding violence against women.
Able to maintain medical ethics, confidentiality and respect for client at all times
Experience in participatory techniques and community mobilization
Ability to lead, train, facilitate and motivate other GBV field workers in their respective tasks in a professional, respectful and supportive manner.
Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, able to coordinate multiple tasks and maintain attention to detail.
Ability to work as a member of a team is essential
Ability to communicate well in English as well as write clear and concise reports in English
Possess interest and commitment to human rights and gender equality.
Must be computer literate
As the vast majority survivors who report GBV incidents are women who come forward to discuss very personal and sensitive experiences, women are strongly encouraged to apply.
