The Humanitarian Program Manager line manages humanitarian projects which are implemented at Semera hub in area of health, nutrition, WASH, education, food security and livelihoods, child protection and related.
The Humanitarian Program Manager has overall responsibility for coordination and supervision of Afar humanitarian development and emergency response projects and staffs. S/he ensures project’s design, implementation, monitoring, evaluation and plans are followed in the intervention areas to effectively contribute to the achievement of projects’ result and Save the Children strategic plan/goals to address underlying causes of poverty and food insecurity in Afar region. S/he ensures the management of humanitarian projects on the quality implementation in accordance with donor complain and Save the Children’s policies and practices, its Vision, Mission and values. He/She provides technical and managerial support in reviewing and adapting strategies and projects plan in view of changes in the internal and external operating environment. Manage budgets jointly with project manager, including phasing of budgets as per work plans, monthly review of budget versus actual expenditure reports, identification of gaps in financial management and required actions to address them. Lead the development of a Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the projects that adheres to donor requirements and organization good practices. Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure the projects are contributing to objectives across the child protection sector. Establish annual objectives and anticipated results from all projects staff members. Facilitate the professional development of projects staff through coaching, and mentoring, and identifying staff training needs.

QUALIFICATIONS AND EXPERIENCE REQUIRED
To be considered for the post, applicants need to have a minimum of 3 years management experience in a humanitarian and development environment, including significant field operations experience running both emergency and development programs; minimum of Bachelor Degree in development or other social sciences; Experience of emergency program cycle management; Significant knowledge of humanitarian and development systems, institutions and donors and best practices in emergency management; Substantial experience and knowledge of effective budget monitoring; Ability to analyze information, evaluate options and to think and plan strategically; An in-depth understanding of Afar pastoralist context with emergency response and development issues in particular in relation to children; Excellent interpersonal communication and presentation skills; Fluency in written and spoken English; Fluency in local/Afar language speaking; Ability and willingness to live and work in harsh and difficult physical conditions in an area of potential insecurity; Commitment to and understanding of Save the Children’s Vision, Mission, Values and Practices.
