Summary Statement of Responsibilities: Under the direct supervision of the Camp Manager and technical supervision of CYPD Manager based in shire and additional oversight from the Technical Unit in Addis Ababa the Education officer is responsible for the overall implementation of education program in the camp. He/she will be responsible for the monitor and evaluation of the performance of the education program and ensure adherence to budget by reviewing the expenditure and spending patterns of the project. Enhance the key linkages between the education programs and other CYPD activities as well as other IRC social service programs such as CWI and health.
Liaise routinely with other Program Officers from the above departments to join efforts, build critical mass and make IRC’s integrated intervention more effective.
Ensure that the education programs are developed in accordance with the agreed policy and ensure the practice of all skills related to active learning approach.
Assist the school principal to work with parents and offer the needed training to parents on the protection of children and the importance of education.
Support the program staffs in gathering reliable data on students’ attendance, drop outs and both gross and net attendance rate of school age children in the form of education program, using participatory learning assessment tools to analyze the data obtained to ensure that an updated data is maintained.
Ensure that disabled children are also able to participate in IRC education program.
Contribute to IRC’s institutional learning. For example in relation to new ways of working and planning.
Ensure the school mentoring and class room observation is conducted systematically and consistently every two weeks.
Managing and controlling the daily services of the formal education, ECCD and non formal education.
Provide in-service trainings to all teachers (Formal, ECCD and non formal school on quarterly basis to capacitate their performance).
Identifying the necessary materials for procurement and follow up the proper and timely distribution of program materials and their proper utilization as well.
Selecting and hiring refugee staff and make sure each new staff get proper orientation on working procedure and IRC policy.
Prepare and submit monthly program report, cash projection, and quarterly purchase plan on time to the concerned body.
In coordination with the Camp Manager liaise with implementing partners (IPs) and other agencies that may operate at camp to ensure effective collaboration exists at the ground.
Conduct regular meeting with PTA and other community based associations to increase retention and minimize students drop outs.
Draft budget proposal, activity and spending plan as per the indicator and identified gaps during assessment and prepare quarterly, midterm and annual quality donor reports as required.
Putting appropriate budget tracking mechanisms and check with BVA and report to supervisor when there is discrepancy.
Follow up the proper implementation of school feeding program according to WFP, ARRA and IRC agreement.
PROGRAM MANAGEMENT Grant and budget management
Ensure that UNHCR and BPRM grants are well managed according to IRC and donors regulation.
Participate in the grant opening, midterm and grant closing meetings and ensure that issues pertaining to education are addressed.
Develop budget and activity evaluation tools in order to measure program effectiveness.
Monitor the project budget and ensure that budget is spent appropriately.
Assist the Camp Manager with monthly procurement and budget tracking, regular follow up and make sure whether it corresponds to current BVA or not.
Ensure that monthly and quarterly procurements and budget tracking are conducted as per the tool developed
Monitoring and Evaluation
Ensure that work is carried out in a timely and efficient manner, within budget.
Write progress updates and keep the Camp Manager and CYPD Manager, TU and others concerned updated on the education sector situation.
Prepare detailed monthly education reports and submit them to the CYPD Manager, Camp Manager, and Technical Unit.
Prepare monthly feeding program report and submit it to the Technical Unit.
Prepare quarterly, midterm and annual donor reports as required.
Review and give feedback to reports and proceedings.
Human Resource Management
Supervise 7 National Teachers and 107 Incentive Teachers and Facilitators.
Recruit, train and supervise teachers, school feeding staffs, ELIP/FAL and ECCD facilitators as required based on implementation guidelines.
Conduct weekly monitoring and follow up of the education program activities.
Undertake timely performance review of all staffs under his/her supervision.
Key Work Relationships: Internal and External
Directly supervised by Shimelba Camp Manager and technically will be supervised by CYPD Manager from Shire and TU from Addis Ababa.
Coordinate and integrate with other IRC sectors and programs for the better achievements of IRC’s mission objectives and strategies.
Communicate with the logistics and finance about the status of goods/services which are raised in quarter PR.
Attend camp coordination meetings with all partners working in the camp.
Job Requirement
Requirement
BA/BED in Education, Education Planning and Management or other related fields is an advantage.
At least 5 years of proven experience with in the education sector/program
Proven ability in facilitation and community mobilization skills.
Training facilitation and capacity building skill
Committed and strong attitude towards community empowerment and participation
Gender sensitive.
Ability to constructively address gaps and weakness
Strong inter-personal skills with a proven ability to work as a team member under difficult conditions.
Knowledge of Education in Emergency programming is an advantage.
