International Medical Corps(IMC) is a global humanitarian non-profit organization dedicated to saving lives and relieving suffering worldwide through health care training, relief and development programs. International Medical Corps is a private, voluntary, non-political, non-sectarian organization, which established in 1984 by volunteer doctors and nurses. Since 2003, International Medical Corps Ethiopia has implemented extensive programming in food-insecure areas throughout Oromia, Southern Nation Nationalities and Peoples Region (SNNPR) and Somali regional state, assisting both refugees and local communities to drive their own development by capacitating local health and food security structures through technical, material and logistical support to provide accessible and appropriate health care and timely responses in the areas of primary health care, nutrition and infant young children feeding, reproductive health, maternal and child health, mental health, water, hygiene and sanitation which focused on community-led total sanitation, gender-based violence, livelihoods, and disaster risk reduction.
SNNPR is one of the most densely populated regions in Ethiopia. According to the Gridded Population World Statistics (CIESIN, 2011) the population increase of 33 million people between 1990 -2010 has brought the nation’s population to over 90.9 million (68% increase from 1990), mostly attributed to the sharp population increases in Oromia (+ 10 million) and SNNPR (+6million). Population growth is one of the biggest challenges in SNNPR at 2.9 per cent slightly higher than the national population growth of 2.5 per cent it is the most densely populated region in Ethiopia. High fertility and low contraception use for women of child bearing age characterize this region. The unmet need for contraception in SNNPR is as high as 25% with only 25% of women of reproductive ages using contraceptives. Population expansion places increasing stress on limited natural resources, particularly in emergency situations where exposure to hunger and undernourishment is already high. Wolayita Zone is one of the most highly populated with an average family size of 4.9.
2.Overview of the project
International Medical Corps is implementing a multi-sector (Nutrition, Health, WASH, Livelihood and DRR) program with the aim of improving the nutritional status and resilience of vulnerable households in Damot Pullasa and Boloso Sore woredas. This multi-year resilience building program is implemented in frequently drought affected woredas (Damot Pullasa and Boloso Sore) and the project has a principal objective of contributing to the reduction of morbidity and mortality resulting from communicable diseases, food insecurity, acute malnutrition and poor access to WASH services. The specific objective is improving nutritional status and resilience of vulnerable households with children 0-59 months, PLW and malnourished other categories (MOC) living in food insecure target woredas.
As part of the Livelihood sector, the project provides significant technical and material inputs like improved seeds of Haricot Bean, Sweet Potato cuttings, Irish Potato, poultry (3 months old improved chicken) and other livelihood schemes like donkey with cart, for those identified ECHO-Resilience Building Project clients, ranging from production inputs to trainings on production, IPM and market skill to improve food security of vulnerable households in the targeted areas during activity implementation.
One of the major activities of the Livelihood sector of the project was to conduct post seed distribution Monitoring assessment and hence, the sector has planned to carry out the assessment. This assessment is expected to answer some valuable information dictating the livelihoods support component of the ECHO Resilience Building Project in Boloso Sore and Damot Pullasa Woredas.
3.Objective of the consultancy service
General objective: The assessment will consider the overall satisfaction of program beneficiaries and collect information for facilitation of post-distribution monitoring activities. The specific objectives are as follows:
To assess the overall satisfaction of livelihood program seed beneficiaries
To assessing whether the seeds distributed were the most appropriate in terms of quality
To identifying strengths and weaknesses in the process of seed distribution with the aim of making improvements in future distributions
To collect information for facilitation and implementation of post-distribution monitoring
4. Overall Scope of Work (SOW)
Assess the relevance of seed distribution from beneficiaries perspectives
Estimate the level of beneficiaries satisfaction with respect to the seeds distributed
Suggest technical supports required as a follow up activity to improve performance
Gather quantitative and qualitative information on household food security/ livelihoods seed program beneficiaries’
Undertake discussion with Woreda level key stakeholder i.e. Damot Pullasa and Boloso Sore Woredas Agriculture and Rural Development Offices gather qualitative information and to gather secondary information.
Incorporate pre-testing schedule for the developed tools as part of convening the study.
The full survey should have to finalized within 15 days of after service agreement done with the consultant and IMC
5. Expected Outputs:
Final Post Seed distribution Monitoring (PDM) report developed both in electronic and hard copy
The final Post Seed report are expected within 7 days after the data collection
Submission of clear data set that the consultant use for analysis
6. Proposed Methodology: The consultant is expected to clearly state the methodology. The following points should be considered
The methodology should follow simple and easy procedure
The methodology should follow statistical probability methods
Job Requirement
Master’s or Bachelor’s degree in Rural Development, Rural Development and Family Science, Agriculture Economics, or related field with at least 7+ years
Relevant experience for master’s degree holders or 10+ years’ experience for bachelor’s degree holders.
Proved experience in conducting similar assessment: large scale baseline assessment or final evaluation in the area of livelihood and nutrition. The candidates expected to submit similar assessment document which conducted by them.
Experience of working in integrated project particularly in livelihood and Nutrition.
Strong understanding of social, cultural, political and religious environments in Wolayita Zone, SNNPR, Ethiopia is a plus
Criteria for Evaluation
Technical proposal (50%):
This would base on meeting the minimum requirements for understanding the scope of the work, clarity of methodology, previous experience and team composition
Financial Proposal (40%):
The procurement of this service will be governed by the International Medical Corps procurement procedure
Interview/presentation of the entire proposal by shortlisted consultants (10%)
