The USAID | DELIVER PROJECT, managed by John Snow, Inc. and funded by the U.S. Agency for International Development, provides technical assistance to the Ministry of Health and Pharmaceutical Fund and Supply Agency (PFSA) for supply chain management. Key interventions include work with FMOH, RHBs and PFSA to improve contraceptive security (CS), technical assistance and support to the implementation of the Integrated Pharmaceutical Logistics System (IPLS), and technical support to the upgrading of health facility stores and PFSA warehouses. Key objectives include improved commodity availability (contraceptives, pharmaceuticals, and other essential health commodities) and the minimization of stock-outs at service delivery points (SDPs) of the Ministry of Health.The project has an immediate opening for a seasoned M&E Advisor to lead the projects work in this area. The M&E Manager will also lead the projects communications activities. This position is part of the project management team and reports directly to the Country Director.
Overview: The primary role of the M&E/Communications Manager is to manage all the projects M&E activities, oversee preparation of all routine and special reports, manage all projects data management, and ensure quality of data being reported. For communications, the manager will oversee the conceptualization, preparation and production of key strategic communications that publicize the project work and advance its objectives.
Responsibilities: The M&E/Communications Manager will be responsible for, but shall not be limited to:
Provide technical leadership and assistance for M&E for all project activities.
Coordinate the development of project annual M&E plan and regularly monitor and update progress against the various indicators.
Update and oversee proper functioning of procedures, instruments, and systems for managing the project’s monitoring and evaluation data.
Take the lead for compiling data and preparing various reports to senior management and funders including monthly updates, quarterly reports, routine project.
Maintain databases of all key project data.
Take the lead for writing and editing project quarterly newsletter and occasional communications documents including success stories, project briefs, annual reports etc.
Assess quality of project data including field visits to spot check quality of reported data.
Lead projects efforts to improve strategic use of data including data for decision-making both internally and with partners.
Support project partners in their M&E activities.
Perform other technical duties assigned by the management
Job Requirement
Graduate degree in public health, demography, statistics or other relevant fieldand a minimum five years working in area of M&E, ideally for a USAID funded project.
Knowledge and experience of M&E for public health programspreferably in supply chain management and/or Reproductive Health, and/or EPI programs.
Proven experience in data analysis techniques of both quantitative and qualitative methods.
Knowledge of statistical software such as SPSS or STATA or SAS is essential anddatabase systems such as Microsoft Access an advantage.
Experience in Communications for public health an advantage; willingness to learn a requirement.
Excellent interpersonal and team skills--demonstrated ability to interact professionally with diverse staff, clients, and consultants.
Ability to work independently, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality.
Excellent communication skills.
Fluent (written and spoken) in Amharic and with excellent spoken and written English skills.
Good knowledge of Microsoft Office suite (Word, Excel, PowerPoint) required.
Willingness to travel within Ethiopia for up to 20 percent of time.
