Strategic Goals and Objectives
The overall program goal is to mitigate the impact of HIV/ADS and improve the quality of life of PLHIV, their families and communities in Ethiopia through provision of technical and material assistance to build the capacity of the Federal Ministry (FMOH) and the Regional Health Bureaus (RHB), and regional Universities in designing and implementing comprehensive, coordinated and evidence-based HIV interventions, build the capacity, and transition ICAP’s roles and responsibilities.
Summary
The Associate Director of Regional Program Implementation ERs, will supervise the Regional Directors of Gambella, BenShangul Gumuz, Afar, and Ethiopian Somali. S/He will oversee the planning, coordination and implementation of ICAP Columbia University (ICAP) program in the Emerging Regions. He will facilitate collaboration, teamwork, and communication between the RPI and the Regional Offices. He will assist in ensuring ongoing program monitoring, and development and submission of periodic reports per annual plan.
Duties and responsibilities: Under the supervision of ICAP Director of RPSTD, he/she will:
Assist in overseeing the ICAP Ethiopia program implementation by Gambella, BenShangul Gumuz, Afar, and Ethiopian Somali regional offices
Assist the Regional offices annual plan development including staffing, materials, operations, needs assessment, schedules, and associated budget;
Assist in coordinating activities of Regional Program Implementation with activities of other departments and units at the Country Office to enable it provide a unified and integrated support to the Regional offices;
Assist in ensuring that planned program activities are implemented as scheduled, and challenges and solutions for improvement developed;
In consultation with Regional offices, identify adjustments required in financial, human resource and logistics;
Assist in assessing programmatic requirements and capacity building needs of the regional offices;
Assist in identifying capacity building needs of the Regional staff and in ensuring that program implementation activities are consistent with program requirements;
Assist in coordinating activities of the regional staff and central technical advisors to ensure that regional and central teams focus on the programmatic goals and objectives;
Assist in promoting communication and teamwork among regional teams and between regional and country teams;
Make regular site visits for program implementation, monitoring, evaluation and problem solving;
Actively participate in operations research and ensure that the experiences of program implementation, and capacity building activities are well documented for dissemination and sharing;
Actively participate in documentation of experiences, lessons learned, case studies and other technical documents;
Assist in preparing quarterly, semi-annual and annual work plans and reports;
Perform any other related duties assigned by the Director of RPSTD.
Job Requirement
Required qualification and experience · MD plus MPH/MSc from recognized college/university · 5 years HIV Program implementation/Mentorship related experience · 3 years HIV program management or coordination related work experience · Knowledge and experience of PEPFAR programs. · Ability to establish and maintain excellent work relationship. · Strong interpersonal communication skills · Proficiency in written and spoken English. · Basic computer knowledge with ability to use the MS office application
