General Assignment: Follow up program activities, develop different designs of WASH components and supervise all contracted out construction sites/projects.
Duties and Responsibilities: 1: The construction Supervisor is Responsible for the overall implementation of the WASH technical activities (water sources rehabilitation and development, construction activities, etc)
Conduct need assessments and propose relevant technical solution to the needs identified,
In collaboration with WaSH team conduct feasibility study prior to project implementation,
Data collection and mapping through GPS;
Prepare detailed construction specifications, bill of quantities, and engineering project cost estimates for different WASH projects;
Implement and follow up the implementation of different WaSH technical interventions, respecting existing guidelines (National Guideline, ACF, etc).
Prepare different WASH constructions sub-contract tender documents;
Support and supervise contractors working on ACF technical activities
Facilitate construction site hand over, routine construction supervisions, conduct take off measurement, prepare payment to executed works, take over completed WASH projects and hand over to CWCs and woreda authorities in collaboration with woreda stake holders and CWCs.
Contribute to and asses continuously the projects follow-up methods and propose improvements,
Conduct regular follow-up and monitoring of the projects progress.
To ensure harmonization, follow up of the databases, data analyses as well as activity indicators
Design and adapt construction activities to Borena zone context
Develop ACF understanding of constructions and other related issues in Borena zone context, with special emphasis in project sites
Mapping of the water points implemented by ACF in the region for better planning.
Facilitate and conduct visibility installation and erection at WASH programs intervention areas.
Supervise the activities undertaken by ACF in the project period
To collect water point GPS location in line with stakeholders and produce database for the identified sources in the intervention woredas
2: Participating in water point mapping and data base establishment.

3: General Situation analysis To contribute to on–going surveillance of general situation in the zone or region Complete assessment, when needed Regularly monitor the AWD outbreak/prevalence in the target area and report to coordination team 4: Ensure internal and external coordination and representation - Represent ACF in the field with local authorities, contractors, and other stake holders when needed. - Attended WaSH taskforce meeting at regional level when needed - Regularly reporting an input to PM on project performance. - Participate in internal and external coordination meetings when needed - Conduct need assessments and propose relevant technical solution to the needs identified. - Participate and represent ACF-WASH department in different technical group works to gather with other partner consortium NGOs. - Provide technical and professional support to partner authorities and other partner NGOs when needed. 5: Reporting - Weekly and monthly reports - Draft quarterly report - Assessment and visibility reports - Reporting of internal and external coordination, - Participations in training, celebrations, workshops, and etc. - Report relating to technical designs and implementations - Capitalize the WaSH information of the department and the program intervention areas

Job Requirement
Educational Qualifications and Skills Required:
Education: BSC Degree in water resource, Civil engineering , Hydraulic and Hygiene, and training/courses specific to WaSH in humanitarian contexts with a minimum of 3-years working experience or Advanced diploma in water resource, Hydraulic or civil Engineering with minimum of 6 years of working Experience.
Required skill: Good Experience on construction supervision and contract administration, good experience in assessment tools and knowledge of different hygiene and sanitation promotion approach and tools, water quality monitoring (public health, engineering…) interpersonal skill including:
Good communication skill.
Good relations with people and Flexibility
Good Report Writing and Team Management
Good Computer skill (word, Excel, Power Point, etc.) and Auto Cad, GIS and GPS application.
