CNFA is an international development firm based in Washington, D.C. dedicated to stimulating sustainable growth in the agricultural sector. CNFA specializes in fostering private sector investment as a means to increase the overall competitiveness of agricultural value chains, expand exports and develop skills in the rural workforce. By generating higher incomes for farmers, processors, entrepreneurs and distributors, CNFA helps improve livelihoods and reduce poverty. CNFA, with a consortium of international and national partners, is currently implementing a five year United States Agency for International Development (USAID) funded Agricultural Growth Program-Livestock Market Development Project (AGP-LMD). Started on September 17, 2012, the project will run through August 1, 2017. The Project will foster growth and reduce poverty through improving the productivity and competitiveness of selected livestock value chains: meat/live animals, hides/skins/leather, and dairy. The program will operate in AGP targeted Woredas of Oromia, Amhara, Tigray, and SNNPR, to the benefit of thousands of smallholder livestock producers. General Tasks: The Livestock Industry and Market Development Advisor will be the main liaison between the Ministry of Industry and Livestock Market Development Project (AGP-LMD) and will be primarily responsible for the implementation of joint activities as well as provide expert advice and as- assistance to the Ministry of Industry. Reporting The Livestock Industry and Market Development Advisor will report to the Deputy Chief of Party of the Livestock Market Development Project
Major Duties: The Livestock Industry and Market Development Advisor tasks include, but are not limited to, the following:
Overall responsibility for implementation of joint activities identified by MoI, and AGP-LMD ( including those under EMDIDI),
Take the lead in organize trainings, meetings, workshops and exchange visits to build the capacity of the Ministry and the relevant institutions working in the livestock sector under the Ministry
Identify new and emerging activities within the Ministry of Trade that are related to the livestock sector and ensure their harmonization and alignment with that of AGP-LMD,
Participate in AGP meetings, workshops representing both the Ministry and AGP LMD, as necessary
Liaise between AGP-LMD and the Ministry in strengthening the coordination and the collaboration between the two,
Assure that the Ministry of Industry is fully informed and updated about AGP-LMD’s activities by provision of periodic reports ( monthly, quarterly reports as necessary)
Channel requests for expert advice from the Ministry of Industry to the AGP-LMD project and assure that the advice is provided on time to MoI
Provide pertinent advice to the Ministry of Industry to support promotion of Livestock sector Development and Marketing,
Provide advice to the Ministry of Industry in generating investments in the Livestock Sector and share global trends and experiences in this respect.
Advice the LMD and the Ministry team as needed in capturing the opportunities and enabling environment arising in institutional and policy reform both in regional and federal governments.
Provide advice to the Ministry of Industry in creating linkages with line ministries working on livestock marketing and development (MoT and MoA).
Provide advice to the Ministry of Industry on how best to support and strengthen sectorial associations for the benefit of both parties
Attend monthly planning and reporting meetings with LMD management staff, to brief the MoI on work accomplished,
Participate in annual planning exercise and identify activities that are pertinent to the growth of the livestock value chain and the achievement of AGP-LMD objectives
Produce monthly and quarterly progress reports
Job Requirement
Qualifications and Experience
Minimum of MA in animal production/husbandry, agricultural economics with relevant training in livestock marketing, agri-processing,
10+ years’ experience in agribusiness or related field,
Experience with livestock value chain analysis and assessment, reporting.
Direct, hands experience working with the private sector is desirable.
Good interpersonal and communication skills and an ability to work in a multi-cultural environment.
