To provide support to Livelihood Technical team leader in planning, implementation, monitoring and reporting of Food Security and Livelihood (FSL) component under overall Siti Zone programme / projects focussing on pastoral and agro-pastoral communities in Somali region
Undertake planning, implementation and monitoring of food security, market linked livelihood (pastoralist & agro-pastoralist communities), NRM and DRR interventions in agreed geography in close coordination with other livelihood team members and also with WASH team members
Undertake capacity building initiatives (formal and informal) with regards to FSL for beneficiaries, own team members and government counterparts
Monitor and provide regular updates on the overall food security and livelihoods situation in the agreed geography, including areas of food access & availability, market access, coping strategies, livestock, pasture land and agriculture
Provide on-going food security and livelihood updates to link in to any Ethiopia programme advocacy strategy and messages on chronic food insecurity and long-term programming
Ensure support to help kick start the intervention through support in developing new proposals, setting up of implementation and activity plans
Produce regular projects progress reports to the livelihood team leader and senior MEAL officer
Ensure effective communication systems are maintained between the food security/livelihoods team and other units within the programme.
Represent Oxfam GB at certain meetings involving local government and other relevant stakeholders at Woreda and zonal level
Undertake designated responsibilities to plan, implement and monitor Emergency Food Security and Livelihood (EFSL) interventions in case of emergency response within or outside SRS
Ensure priority areas such as gender equality and HIV/AIDS mainstreaming are integrated into all food security, livelihood and DRR interventions
In case of emergency response, undertake additional responsibilities related to respective functions
Excellent understanding & proven / progressive experience (Minimum 3 Years) of planning / designing and managing FSL interventions in Somali region context (pastoral & agro-pastoralist community)
Demonstrable experience of working on market related component of livelihood such as value chain management etc.
Good understanding of the sustainable livelihoods approach and related issues
Good understanding of cash based interventions & food aid programmes
Good understanding of and commitment to linking humanitarian programme design with longer-term community-based institution building and livelihoods approaches
Ability to analyse complex development / humanitarian contexts, monitor change and translate into appropriate strategic planning and advocacy
Demonstrated experience of integrating gender and diversity into long term livelihood & emergency response programmes
Training and counterpart development skill
Demonstrated collaborative approach including working with Government officials with good negotiation skills, diplomacy and tact
Well developed interpersonal and team skills and proven ability to be flexible in demanding situation
Experience of working effectively with international agency preferably in Somali region Familiar with Somali region context and fluency in writing and speaking Somali language is essential
Good written and spoken English
Flexibility and ability to work under pressure and meeting deadlines in changing situations
