SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES:
Under the supervision of the HR/Admin Manager, the HR/Admin Officer provides general Human Resource support for the Admin & HR department. He/ She will be responsible for managing HRIS /Workday/, payroll and related payments.
Detailed Responsibilities and Tasks: Human resources:
Maintain a thorough knowledge of IRC personnel policies and assist in implementation of policies in every camp of Gambella Field Office.
Under the guidance of the HR Manager, provide support to program and operations staff in interpretation of HR policies and procedures and provide technical support on HR issues.
Partner with HR Manager, plan and respond to the recruitment needs in timely fashion.
This includes: planning for staffing needs for the upcoming projects in pipe line or approved by the donor.
Advice Supervisors with reviewing job descriptions, posting job advertisements, screening applicants, conducting job interviews/written tests, reference checks, extending job offers, and ensuring new employee’s paper work/hire pack is processed accurately.
Participate in recruitment process. Posting positions in appropriate media, CV review, interviewing, reference check, job offer, leading the orientation and travel arrangement.
Ensure that recruitment process is fair and transparent and in line with IRC Global HR policies and procedures.
Ensure proper orientation for all new staff with periodic follow up field visits for additional support to field teams; collaborate and coordinate with other departments to provide an engaging and welcoming orientation.
Promote and uphold THE IRC Way: Standards for Professional Conduct.
Provide support to program and operations staff in interpretation of HR policies and procedures and provide technical support on HR issues.
Preparation of Insurance payments, collection & submission of receipts and forward for HR Addis to be reimbursed, follow-up and distribution of the reimbursed amount to the staffs.
Ensure to maintain updated insurance tracking (the payment tracking and report on a monthly basis)
Ensure updated workday database of national employee’s personnel data for the Gambella Field Office employee personnel data on a daily basis. Make sure that new employees’ data is up to date on workday before sending employee contract agreements.
Responsible for preparing monthly payroll and maintaining payroll related documents and information are kept properly.
Focal person of pension documentation for the Gambella Field Office. And prepare pension payment in timely manner.
Prepare back payments, payroll adjustment for open and definite period employees.
Prepare severance payment for open and definite period employees.
Ensure updated tracking for back payments and communicate them timely.
Responsible to collect, check and maintain timesheets for the field office and forward the original to HR-Addis with remaining of copies at field.
Ensure that all personnel documents of staff is updated and maintained in the personnel files.
Maintain good working relationships with other organizations and provide feedback to management on HR issues.
Supervise staffs under such as HR/Admin Assistant and ensure all administrative duties are performed satisfactorily. Conduct performance evaluation timely. Responsible to look into training needs for HR staff under direct supervision.
Work on special personal projects assigned by HR/Admin Manger or field coordinator.
Administration:
Assist in preparation of vouchers for payment in relation to HR.
Write personnel letters as required (transfer, Promotion, increment, acceptance of resignation and others).
Responsible to send list of all new employees and their families for Insurance every week.
Performs any additional tasks as assigned to him by his/her supervisors.
Job Requirement
Minimum Requirements
University Degree/College Diploma in Human Resources Management, Management, Business Administration, Accounting or related
4 years experience for degree holders and 6 years of experience for diploma holders in office administration and human resources management.
NGO experience in Human resource is preferable.
Strong organizational skills
Computer literate especially word and excel.
Excellent in English and Amharic both speaking & writing.
Ability to work under pressure
Experience in working with multicultural and diversified workforce.
