VIII. Job function
The Livestock Health Service Specialist will, under the direct supervision of the Project Manager, participate in all planning, implementation, follow–up and evaluation of activities as they relate to improving the animal health primary livestock (sheep, goats, cows, camels) reared by targeted pastoralist communities across the dairy, livestock and meat value chains. While assigned to the IR1 ream of the PRIME Project, the individual will work closely with the Mercy Corps and PRIME Consortium team members directly involved in implementing activities under other IRs: Alternative Livelihoods, Climate Change/Natural Resources Management, Knowledge and Learning, Innovation Investment Fund Manager, GoE counterparts, other donor funded programs and other private sector actors in designing and implementing innovative livestock production and marketing approaches.
II. Responsibilities and Tasks:
Develops their own deep understanding and mastery of ‘market systems strengthening facilitation’ including coaching, relationship building, communicating, entrepreneurialism/business understanding and innovating.
Becomes intimately familiar with all aspects of the relevant market systems the project is targeting including key actors (inputs suppliers, producers, traders, warehousers, transporters, financiers, intermediary and terminal markets); governance frameworks (formal and informal); and all support markets and functions;
Provides training, oversight and conducts initial and refresher training for CAHWs and private pharmacists in the technical areas of animal health while working closely with the Inputs Supply Officer for Veterinary, Outputs Markets Officer Livestock/Livestock Products, and Financial Services Officers;
Develops and organizes vaccination and treatment campaigns to ensure appropriate coverage, GoE partnering, monitoring, reporting and documentation;
Develops and organizes livestock health related training for staff and communities, including a training in LEGS;
Designs, conducts, measures and documents assessments of animal health related markets, in particular for veterinary and other livestock/dairy inputs (technologies, services and information);
Develop key monitoring and measuring indicators, milestones and plans in close collaboration with supervisor and M&E team, and solely responsible for monitoring and reporting all output, outcome and impact indicators for respective market system(s);
Brings new ideas and initiatives to MSS team and overall project and country program proposing ways forward;
Ensures the program captures and responds to up-to-date information about market developments within respective market systems and global best practices for market systems strengthening.
Develops and implements work plans to achieve project’s objectives;
Perform any other duties as assigned
X. Qualification (Know how)
A) Education Required
Doctoral degree in veterinary medicine required. Certified trainer of trainers for CAHW minimum standards. LEGS training certified.

Masters in Animal Science or related fields
B) Experience Required
Minimum of 3 years’ experience in private sector or working with other agencies in market systems facilitation, agribusiness or financial services
Experience in private sector is greatly preferred

Experience in development oriented NGO environment
Experience in pastoral livelihood emergency response programs
Experience in natural resource management and alternative livelihood
Working knowledge of programming in chronically vulnerable environments.
C) Technical Skills & Knowledge Required
