ChildFund Ethiopia, an international non-profit humanitarian organization working in different regions of Ethiopia for the well being of children, is seeking experienced candidate for the post of Construction Specialist.
The Construction advisor responsible for providing technical leadership for planning and implementing infrastructure construction projects. He/she will strengthen the capacity of LPs to engage in quality construction projects in partnership with the between LPs and government. He/she is responsible for supervision and monitoring of construction activities for NO & LPs to ensure that the work is being done correctly and the project stays on schedule.

Principal Duties
Develop and update construction management guideline that includes biding and selection process, construction monitoring and payment process, etc.
Verify standard designs, detailed drawings, specification, bill of quantities, cost estimates issued by Federal or Regional Government based on which construction works are carried out by ChildFund at different work sites.
Provide technical support to LPs and NO in to produce all necessary design, detailed drawings, specification, and bill of quantities and cost estimates for non-standardized small construction works, whenever needed, for the execution of the construction work.
Prepares bid documents of construction works to be carried out by ChildFund Ethiopia following the professional standard.
Participates in the evaluation (appraise) of bid proposals and on the selection of the best contractor.
Administer construction contracts; evaluate schedules; monitor progress of the contractors on projects; ensure that project deadlines are met.
Develop detailed implementation plan of construction works planned by the project for effective utilization of time and resources.
Prepare monitoring time schedule for the various construction works being undertaken by contractors and forward for the approval of Program Director.
Undertake periodic monitoring of construction works located at different project sites at all critical paths of the works to ensure that construction is done based on designed systems and the quality is to the level of professional standards.
In coordination with local partners monitors and coordinate the supervision tasks of supervisors provided by District, Zonal, Regional or Federal Government Offices so that the works are supervised adequately.
Regularly monitor quantity of work done and check take-off sheet accordingly to ensure that payment is effected based on accurate measurements of the work done.
Reviews contractor’s payment requests and works completion certificate and advise the NO and local partners accordingly.
Advice the NO and local partners on necessary decision needs to be taken to ensure the construction is environmentally sound and economically efficient.
Acts as a liaison for Construction related issues with contractors, government bureau and Local partners. Construction.
Assists local partners in construction activity planning, site selection and budget estimates.
Review local partners’ construction designs and working drawings for compliance with the government’s standards to assure they are appropriate and complete.
Assists local partners in expediting construction projects through regular monitoring and providing technical support.
Other duties as assigned by the supervisor.
Job Requirement
Minimum Education and Experience Required Education
At least a bachelor's degree in civil engineering or construction related field is required to work as a civil construction supervisor. Master's degree preferred.
Experience
7 years’ experience in construction field in the field of architecture, engineering, construction management, educational facility planning, and/or construction project management.
Required Knowledge, Skills and Personal Attributes
Demonstrated experience in designing, managing and supervising construction projects.
Strong organizational skills, people skills and attention to details.
Demonstrated ability to build, develop and foster relationships internally and externally.
Excellent administrative, communications, negotiation and decision-making skills.
Knowledgeable of the country’s construction policies, procedures, standards, and material specifications for the infrastructure
Computer proficiency in general office software (i.e. Word, PowerPoint, Excel, and Outlook).
