Job Title: Human Resource Officer

CIP's Objective
The overall program goal is to mitigate the impact of HIV/ADS and improve the quality of life of PLHIV, their families and communities in Ethiopia through provision of technical and material assistance to build the capacity of the Federal Ministry (FMOH) and the Regional Health Bureaus (RHB), and regional Universities in designing and implementing comprehensive, coordinated and evidence-based HIV interventions, build the capacity, and transition ICAP’s roles and responsibilities.
Major Duties and responsibilities:
Assist the Senior HR Officer in Planning, Organizing, Coordinating and Controlling all the activities of the Human resource Management;
Assist the Senior HR Officer in Initiating policy and technical guidelines with respect to the Human resource Management;
Identify upcoming vacancies in coordination with the concerned work unit or Regional Offices.
Prepare vacancy announcements, review applications, and provide a short-list to those the concerned department head
Keep up to date personnel data base that serves as a source of information for management decision,
Monitor and evaluate recruitment and placement related activities of and recommend changes or corrections related to procedures to these offices. . Ensures that qualified, skilled and trained personnel are available,
Ensure the Local Hire Manual is received understood by staff members. Ensures that personnel comply with applicable standards, regulations, specifications and documented procedures;
Initiates actions to prevent the occurrence of any non-conformity; ensures timely completion of corrective actions and verifies its effectiveness.
Facilitate for the induction, orientation and briefing to new staff members.
Provide performance management advice to staff and management. Ensure that performance appraisal is done in a timely manner
Provide support and guidance on HR issues as required
Job Requirement
Preferred Qualifications
BA Degree in Management or in HR related fields of study from an accredited institution with two years experience.
Diploma in Management or in HR related fields of study from an accredited institution with four years of experience
Carry out any other duties and/or responsibilities assigned by the immediate supervisor.
Knowledge, Skill and Ability Required
Sound knowledge of Ethiopian Labor Proclamation in force
Knowledge of modern business communication, including style and format of letters, memoranda, minutes, and reports.
Skill to use a personal computer and various software packages.
Ability to establish priorities, work independently, and proceed with objectives without supervision.
Ability to handle and resolve recurring problems.
Ability to establish and maintain effective working relationships with subordinates associates, other department directors and managers and external bodies.
