THE JOB This full time position based in Addis Ababa, Ethiopia
Position Overview Splash Ethiopia is seeking someone with the experience and drive to help us measure the progress and impact of our water, hygiene and sanitation programs. As the Monitoring and Evaluation (M&E) Managerwill help us with implementation and adjustment of our new qualitative and quantitative M&E protocol, and ensuring accuracy and timeliness of quantitative metrics and training Splash staff. This position will work closely with the Health &Hygiene Department. The role will ensure information is gathered from all departments in an effective and efficient manner.
Roles and Responsibilities
Manage Splash Ethiopia program database
o Ensure all M&E data is collected and inputted correctly and on time o Oversee error-free inputting of all data from other departments
Analyze in-country data and information for reporting
Developing and submitting reports for country program and headquarters use
Work directly with Health & Hygiene Manager to develop and implement M&E protocols
o Reporting and communication of data to country office and HQ o Conduct regular monitoring visits to project sites and report general observations of children’s hygiene practices and HH club activities during each visit to HH facilitators. o Celebrating annual WASH days (Hand washing, water, menstrual hygiene and toilet days) and school event days.
Resolve and hoc issues with data collection processes
Work with Lead technician and Partner site coordinator of the water project to follow up the functionality of hardware parts such as Filtration systems, water stations and taps by observations.
Over see the installation of the WASH hardware in targeted institutions in collaboration with water department.
1. Programme Design
Work with the HQ Monitoring and Evaluation Manager to design M&E protocol for the Splash Ethiopia office and also work closely with government to comply with government protocol for collecting school indicators
Review current literature and engage with other agencies and stakeholders to identify new and innovative M&E methodologies
Work with Country Director and different stakholders (Department of Education, UNICEF, Department of Health, other development groups) to obtain datasets relevant to Splash programming
Work with HQ M&E Manager to lead development of communication and reporting structures for M&E within Ethiopia office
Acts as a sounding board and designer for M&E protocols to gather qualitative and quantitative metrics from a variety of stakeholders through questionnaires, interviews, and other qualitative methods
2. Programme Implementation
Plan and organize M&E data collection and activities
Work closely with the PSC, Lead technicians and Hygiene Managers to obtain collected data and clarification on any data errors/abnormalities.
Maintaining HQ metric data collection timelines through working with Hygiene Team
o E.g.: Quarterly monitoring data , Baseline/Endline surveys, Hygiene surveys
Maintaining data of Splash water program data to Proving.It
Execute special projects that develop through identifying different needs
Ability to coordinate multiple organizations for contract work
Experience working with government bodies
3. Training and Capacity Building
Train Splash staff to collect quantitative data and conduct qualitative interviews and surveys: Focus on making M&E a sustainable program that requires minimal oversight
Develop the skills and knowledge of M&E of partner sites as neededthrough field-level training and mentoring
Build the M&E capacity of the Hygiene Team at the partner level through training, supportive supervisory visits, and continuous feedback
4. Reporting and Knowledge Management:
Communicate insights and data updates to Monitoring and Evaluation Manager (based in Seattle), Country Directorthrough regular Skype and email communication
Share information regularly both to the Hygiene teams
Collect and compilemonthly monitoring reports
Share best practices and lessons learned with other Splash country programs
Job Requirement
YOU Qualifications Education:
Bachelor’s degree in relevant field (e.g. Statistics, Economics, Public Health)
Masters degree in relevant field strongly preferred
Experience:
3-years or more of work experience in qualitative and quantitative M&E protocol development and implementation for non- profits, preferably in the education and/or WASH development space
Demonstrated ability an strong knowledge of M&E methodologies
Demonstrated proficiency with statistics and Excel
Experience completing literature reviews and summarizing data from multiple sources
Understands and can overcome the barriers to executing M&E in the field
Experience training and managing staff
Strong written and verbal communicator, including creating presentations which can simplify complicated data sets and pull out key insights
Interacts with people of in all departments with ease; able to leverage insights from in- country staff to strengthen programs
Enjoys working independently and demonstrating initiative
Thoughtful and eager to brainstorm improvements for our programs and processes
Passion for the mission of Splash and or programming
