SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES:
Reporting to the Camp Manager, the Sanitation & Hygiene Promotion Officer will be responsible in implementing the Hygiene and Sanitation activities of the EH project in Benishangul Gumuz Regional State. In collaboration with the Environmental Health team and the WASH partners working in the camps, the Sanitation and Hygiene Promotion Officer is a junior position and is expected to manage the budget assigned for sanitation and Hygiene promotion activities during planning, implementation, applying different tools and monitor and evaluate the sanitation and hygiene promotion activities in Ashura Site or Tsore camp in collaboration with social/incentive workers selected from refugees and Environmental Health officer now working at Sherkole camp and Tsore EH staff.
Essential Job Functions:
Participate in the project sanitation, Hygiene promotion activities planning, Implementation and evaluatation as per the SPHERE/HCR standard
Take part in recruitment, selection, train, manage and supervise community social incentive workers and follow the provision of necessary support with the assistant Hygiene promotion officer;
Plan, organize and execute PHAST & CHAST training for Community Environmental Health agents, sanitation facility cleaners and sanitation facility attendants social workers and established school WASH clubs
Plan and implement project monitoring and evaluation activities both hard ware and soft ware activities in consultation with EH manager & Environmental Health Officer
Monitor Institutional latrine construction and supervise refugee Environmental Health agents related to HPAST & CHAST training applications and follow-up activities to create healthy and environmentally safe and friendly living conditions for the refugees.
Facilitate and lead the grand sanitation campaigns both in schools and refugee communities.
Initiate and plan for procurement of necessary materials to ensure adequate supplies for sanitation and hygiene promotion activities implementation in the grant period.
Manage and check close follow up of finance and logistics allocated budget for hygiene and sanitation and hygiene promotion activities in the project;
Prepare and facilitate for Environmental Health (EH) Knowledge, Practice, and Coverage (KPC) surveys and IPs and donors project evaluation in designing, preparing questioners, data collection, data entry, analysis and reporting in order to evaluate the impact of sanitation and hygiene promotion activities;
Liaison with the local government and the community in project implementation and cooperate with wereda health office other partners in preparation of action plan for conducting hygiene and sanitation promotion activities.
Facilitate review meetings with the government health staff and community representatives incase if the program implementation extends to hosting community.
Take part in designing, production, and positioning appropriate IEC materials, in consultation with Hygiene Promotion Specialist and EH manager, to promote the construction of proper sanitation facilities and the adoption of safe hygiene practices in the communities;
Provide technical support for sanitation and hygiene promotion assistant and the local government as required.
Facilitate in documenting health, sanitation and Hygiene promotion related data and keep records in both hard copy and soft copy on activities of hygiene promotion and sanitation done in the camp;
Prepare monthly reports and submit to the supervisor on the work progress of hygiene promotion and sanitation activities in the camps in collaboration with Sanitation & Hygiene promotion assistant;
Serve as the focal point person for all activities related to sanitation, and hygiene promotion, activities in the implementation camp/ area;
Participate in other environmental health activities as assigned by the supervisor and EH manager.
Job Requirement
Qualifications
Minimum of diploma or first degree in environmental health, sanitary engineering or relevant field and above;
Have technical background and knowledge in environmental health and demonstrated work experience in designing and implementing sanitation and hygiene promotion/hygiene education programs;
At least 6 years for Diploma and 4years for first degree experience in managing Sanitation and Hygiene programs; NGO experience preferred.
Knowledge and experience on safe excreta disposal, solid waste management, hygiene promotion and vector control activities;
Excellent interpersonal, organizational and time management skills;
Trained and have demonstrated experience of CLTSH, PHAST & CHAST for the refugee context approach;
Operational knowledge of Microsoft Office software; like word and excel
Experience in sound report writing, participatory approaches and community mobilization;
Positive and professional attitude, able to organize, maintain and prioritize work under pressure and able to work in an insecure environment;
Fluency in English and Amharic (oral and written);
Have good communication skills and reporting abilities
