Project Concern International (PCI) a non-government and non-profit international organization dedicated to preventing diseases, improving community health and promoting sustainable development worldwide. PCI is currently looking for a highly qualified Senior Research Officer/Project Manager that fulfils the following requirements for one year employment. The Senior Research Officer/Project Manager will be fully responsible for the provision of effective leadership in the design, strategic planning, successful implementation and quality reporting of the project.
REPORTS TO: Country Director AVAILABLE POST: One DUTY STATION: Semera/Addis Ababa SALARY: Negotiable MAJOR DUTIES & RESPONSIBILITIES
Develop detail project work plan and budget plan;
Identify and survey prospective woredas for case/control based on identified set of characteristics.
Conduct baseline assessment, resource mapping and establish benchmark reference for key indicators and coping strategies used by communities in all target woredas.
Facilitate the creation of customized community maps for each case and control woreda demarcating traditional migration routes and grazing grounds;
Develop tools and systems for data collection, analysis, and information dissemination and utilization for early warning and response efforts.
Facilitate proper and timely data collection, management and information dissemination.
Define the project management structure and communication mechanisms with relevant Afar Regional offices and other key stakeholders and implementing partners.
Manage relationships with key stakeholders and have an overall accountability for the proper and timely execution of planned activities both in the case and control woredas.
Organize a project launching workshop and disseminate the objectives, strategies, planned activities of the project to all key stakeholders.
Strengthen the Early Warning and Response Teams (EWRT) both at Regional and woreda levels and train all members in customized Livelihoods, Early Assessment and Protection (LEAP) data collection, analysis interpretation and management.
Ensure regular collection and management of LEAP-based Normalized Difference Vegetation Index (NDVI) data and the downward flow of such information to all community members in the case woredas only using the existing traditional information communication system for decision making
Conduct monthly follow up in all case and control woredas to monitor decisions communities make and the actions they take regarding herd migration as a result of the downward flow of the LEAP-based grazing data.
Build local capacity in using such information in early warning and response efforts.
Assess the impact in host communities as a result of herd migration based on the NDVI information disseminated by the project
Manage project resources and compile and share accurate and timely reports on project progress;
Document and share lessons learned from the project intervention and provide professional advice for scaling up the intervention in other pastoral areas;
Undertake other related research based program activities as and when assigned by the supervisor.
Job Requirement
SPECIFICATIONS (Minimum Requirements)
Master’s Degree in rural development, preferably with additional training in pastoralism.
A minimum of 6 years of experience (after graduation) in project design, as well as partnership building.
Excellent communication and interpersonal skills;
Good knowledge and experience in GIS;
Strong knowledgeable of Afar communities and pastoral resilience challenges;
Strong understanding of government Early Warning and Response policies and priorities;
Ability to strategize project implementation, managing multi-disciplinary team
Proactive leader and team player.
Strategic thinker, able to prioritize and focus on tasks and strategies with the highest potential for success.
