JO To improve impact throughout our programming, and support the building of organizational capacity to deliver quality programming.
Project related research activities with particular emphasis on agriculture programme but also contributing to the wider Oxfam Ethiopia programme learning.
To work directly with Oxfam’s project implementing partners in Amhara, region on the overall guidance for the project planning, monitoring, evaluation and learning. B PURPOSE:
Dimensions:
Lead and coordinate timely development and delivery of the Honey Value Chain Development Project MEAL Framework, ensuring appropriate integration, learning and documentation across the CSSP programme;
Support development of ToRs and proposals associated with development and delivery of the Honey Value Chain Development Programme;
Impact and influence is mostly within their own team but sometimes also in other parts of the department and/or external public
Providing specialist advice or specific skills to team
Plans/objectives contribute to departmental/broader programme objectives
Role is variable with well-defined targets and/or minimum standards and is both proactive and reactive.
Lead on actively promoting initiatives and actions to improve programme quality.
Key Responsibilities
Develop the Honey Value Chain Development programme monitoring, evaluation, accountability & learning (MEAL) framework with indicators for output, outcome and impact.
Develop, coordinate and facilitate research and analysis that inform and improve CSSP programming, including baseline surveys, evaluation, and documentation;
Lead on liaising and working with the Programme Quality and other thematic advisors on technical issues concerning the monitoring and evaluation;
In collaboration with the programme quality advisor actively coordinate the honey value chain programme MEAL framework development, with specific focus on the CR funded Honey value chain project;
Coordinate and lead the CSSP projects in Amhara operational plan and performance monitoring plans development and their compilation.
Coordinate with other programme team members to refine project indicators for output, outcome and impact.
Build capacity of project implementing partner’s staff on MEAL through on-going, one-to-one coaching and by actively involving in the project planning and review, training on monitoring, evaluation.
Coordinate with project managers, technical advisors and implementing partner in Amhara to undertake project evaluations and monitor implementation of recommendations.
Develop progress monitoring and data collection instruments and provide technical assistance to partners and Oxfam staff in these regards.
Use experiences gained to contribute to the broader Ethiopia Programme in effective MEAL framework development.
Actively participate in the national and regional monitoring and evaluation level learning forums, including the CSSP programme implementing stakeholder’s forums.
Actively participate and contribute to the refinement of the CSSP programme strategy.
Lead the analysis and documentation of best practices from the honey value chain development project programme in Amhara Region for wider stakeholder learning and influencing
Job Requirement
SKILLS AND COMPETENCE: Essentials
At least a university degree in agriculture, rural development or economics with minimum of five years relevant experiences in project planning, monitoring and evaluation;
Demonstrable experiences in developing MEAL tools and undertaking monitoring and evaluation, qualitative and quantitative research;
Good experience in quantitative and qualitative research, statistical analysis including use of SPSS or other applications;
Strong experience in report writing, documenting evidences accurately and concisely;
Good experience in project planning and monitoring including qualitative and quantitative data collection and analysis especially in agriculture and rural development;
Knowledge in gender and incorporating in project planning and implementation
Communication skills, with good written and spoken English;
Strong commitment to promote/ensure women economic leadership in programme planning and implementation;
Desirable
Willing to be based up to 50% of time in the field in Amhara Region.
Prior experience of working with multi agency organisations at the capacity of planning, monitoring and evaluation, preferably in Amhara Region;
Grass roots level experience in participatory project planning, implementation and coordination
Reasonable understanding or experience in integrating disaster risk reduction, gender and HIV/AIDS and Women Economic Leadership into project planning and implementation;
Experience in working with/implementing institutional donor funded project such as EC, Comic Relief, DIFID, etc.
