ROLE PURPOSE: Manages financial and operational processes, procedures and leads on setting up and maintaining POTENTIAL program operations and accounting systems and procedures as per SC and USAID standards. S/he is responsible for monitoring budgets so that spending occurs as planned and that variances are anticipated, noted, and corrected as well as ensure that program staff are aware of budgetary resources and are able to monitor their budgets respectively. S/he supervises the procurement process and related activities in the CO and Sub-Offices. S/he reviews and consolidates monthly financial reports to ensure accuracy and provide regular feedback as well as for distribution to senior management and also prepares any budget revisions and projections. The Finance and Operations Manager is also responsible for confirming the availability of logistical support and funds for all program activities. S/he is responsible for the completion of payments or charges to the grant, preparing quarterly reports, projections, and any other required donor submissions. S/he will work closely with the DCOP to ensure that the field level program implementation are of the highest quality. In coordination with the DCOP, s/he will manage the relationship with the Sub-Office teams and regional partners and ensures a strong field presence and adequate resources in implementing regions by supporting field staff and ensuring consistent CO led oversight. The FOM will uphold and promote Save the Children’s values and principles in interactions with staff and external audiences
Job Requirement
QUALIFICATIONS AND EXPERIENCE Essential:
Bachelor’s degree in finance or management, or other relevant field required and a professional qualification in Accounting,
Minimum of eight years of experience in the management of programs funded by the U.S. Government, including experience managing finance and operations for USAID-funded programs, or other donors
Demonstrated capacity and prior experience in managing the personnel, administrative and logistical functions of programs and projects
Demonstrated strong analytical, leadership and interpersonal skills
Proven ability to prepare budgets and donor financial reports
Demonstrated capacity and prior experience in supervising others as a coach/mentor to train staff and develop financial and operational skills of colleagues
Excellent oral and written communication skills in English, knowledge of local languages preferred
