Job Summary The Director of Clinical Services is responsible for the overall success of the realization of Clinical Services objectives of the Association. Major responsibility of the occupier of the position includes providing leadership, coordination and technical and management oversight to the provision of quality SRH clinical/medical services at all levels of service provision, guiding the Executive and the Management in the design of strategies for service delivery including establishing model facilities and services, compliance with set standards, achievement of set targets and ensuring profitability and cost effectiveness. Lead strategically and being accountable for the overall success of the realization of the sustainability objectives of FGAE service delivery as specified in SP and APP approved by the Executive Director in a performance scheme.
Summary of Key Functions/Results Expected
Leads, plans, organizes and co-ordinates the technical support and delivery of services, and sustainability of service delivery component of FGAE operations;
Through periodic visits to clinical sites, direct, supervise and provide technical assistance to staff involved in the provision of SRH services, ensuring high level of performance and alignment of actions with FGAE strategic service delivery goals;
Ensures the availability of information relating to service delivery for policy formulation; planning, strategy development and decision making.
Provide strategic and technical direction to Team Leaders, Coordinators, Field/Area Offices, Clinic Managers, Supervisors, and service providers for effective delivery of SRH services at all levels, maintaining highest quality and standards as established by FGAE and relevant national and regional government Ministries and Agencies;
Guide the leadership and management in taking major decisions in service delivery including type of and number of facilities to be established, reduction in the number of facilities, upgrading, staffing, equipping etc;
Provide advice and workable strategy to the management on achieving cost effectiveness in the provision of services and enhancing “profitability” of service delivery centres such that FGAE generates significant resources through service provision;
Formulates solutions to service delivery problems through operations research, consultations, data utilization and mobilizing the service delivery team at all levels for joint implementation of agreed solutions;
Establish an effective and functional drug revolving scheme and provide the necessary support for its implementation to achieve desired goal and objectives;
Identifies and collates staff capacity development needs and advise the leadership on approaches to building capacity of staff involved in providing clinical services. This also includes organizing and conducting on the job training and demonstration in the form of update on new developments, innovation and technology in the relevant area(s) in order to build and or strengthen capacity of clinical staff;
Establishes quality improvement and standards control guidelines and putting in place mechanism for ensuring compliance and full implementation across all levels of service delivery;
Develops directives and procedures for contracting services in SRH/FP, SMH &SA and HIV/AIDS from NGOs and government organizations for income generation purpose and monitors its implementation;
Determining resource requirements (finances, technology, materials, technical, human, equipment etc) for effective service delivery at all levels and making appropriate recommendations to FGAE leadership to inform appropriate actions;
Participate in the design and training of service providers and other health personnel as a member of FGAE Training Faculty for SRH programs and services;
Provide support to the development of training and other resources materials for the training of service providers;
Participate in the recruitment (including head hunting) of staff, making input into the design of advertisements, short listing, interviewing and selecting appropriate candidates for positions in service delivery area and participating in providing orientation for newly employed.
Establishes and ensures implementation of rights of clients at all service delivery levels and that service providers and other support staff comply with applicable standards, regulations, specifications and documented procedures;
Provide leadership to the implementation and management and scale up of the social franchising initiative involving select private health sector;
Job Requirement
Qualification: MD + MPH, Gyne Specialist and MPH/MA in Public Health and relative studies
Experience: 8yrs Extensive experience in SRH service provision with 6 of those years at management or leadership level. Place of work: Head Office –Addis Ababa
Salary: Negotiable
Terms of Employment: One year contract, renewable based on satisfactory performance and availability of funds
