The Ogaden Welfare and Development Association (OWDA) began work in Ethiopia in 1999 in response to severe drought in Ethiopia’s Somali Region. OWDA now runs programs in five Zones across Somali region, targeting pastoral and agro-pastoral communities and disaster affected communities. OWDA implements WASH, Education, Health programming as well as livelihood programme.

POSITION DESCRIPTION OWDA is recruiting one experienced Institutional Capacity Development Technical Manager to work as part of the coordinating team responsible for supporting the delivery of a flagship Basic Service Delivery programme in the Somali Region of Ethiopia. The project brings together an experienced group of implementing organizations in the region to deliver a high quality, integrated program, building the capacity of government counterparts and strengthening community level engagement with service delivery. The position will be based in Jijigawith frequent field visit to 9 Woredas. The positions will institutionally work and support Education, WASH and Health technical Managers, and will report to the ICD Technical Lead (based in Jijiga) on day-to-day technical and management issues. The position will require some travel throughout the region for management, support, monitoring and evaluation of program activities.
The OWDA is specifically requesting applications from candidates with significant experience in strengthening regional and Woreda government institutions. This institution-strengthening mandate will involve both improving the capacity of government officials to manage resources and service delivery in addition to ensuring communities have the ability and voice to express their priorities with regional and local governments. OWDA is also requesting applications from candidates that will have demonstrated experience in providing coordination and technical support to large-scale governance in service delivery development programs in a conflict sensitive environment.
RESPONSIBILITIES Technical Support: • Work with the Institutional Capacity Development Technical Lead, sector Technical Managers including WASH, Health and Education and MEAL, and field staff to design, implement and review capacity building strategies for the PDP- BS Programme across Somali Region. • Support the establishment and maintenance of effective engagement with communities and with local government partners to facilitate participatory processes, as well as responsive and sustainable service delivery; • Support the analysis and provision of strategies to improve the management of services at the regional and levels, notably planning, budgeting, human and financial resource management; • Support the development of a strategy for mainstreaming development • principles and processes aimed at increasing participation, transparency, responsiveness and accountability to service users in the delivery of education, health and WASH services; • Provide needs analysis, capacity-building, monitoring and implementation support to other technical specialists, to ensure equitable government services and that spaces for user voice and mechanisms to respond effectively are strengthened; • Lead and/or support regular project coordination meetings with Institutional Capacity Building focal points across the regions and Woredas throughout the designated zones; • Work in close collaboration with other technical specialists and staff to ensure integrated programming.
Coordination and Representation: • Collaborate with regional and local Woreda level authorities, relevant line ministries and CSOs to incorporate best practices and standards in service delivery; • Establish and maintain collaborative relationship between OWDA and other partners; • Provide support and feedback to the development or adaptation of Federal and regional policies, guidelines and standards that promote quality service provision that is accessible, responsive and accountable to citizens, and allows their voices to be heard. • Lead and/or support regular project meetings with the Institutional Capacity Building focal points across the Somali regional and Woreda level zones; • Liaise with local communities, government departments, international agencies, local partners and donors as required.
Monitoring, Evaluation and Research: • Oversee development or adaptation of supervision and data collection tools; • Ensure that the data produced is used to inform decision making and improve program quality.
Management: • Supervise field staff to ensure institutional capacity building is integrated and planned in response to requirements for implementing cross sectoral work plans. • Contribute to the capacity development of field staff through training, mentoring, and assisting with professional advancement; • Ensure that the institution strengthening aspects of the program are implemented according to defined work plans in order to achieve program deliverables. Support the Institutional Capacity Development Technical Lead to undertake planning and monitoring, identify potential obstacles to programmatic success in a timely fashion, and implement corrective actions as needed; • Support and review quality assurance initiatives to address efficiency, effectiveness, or compliance concerns.
Job Requirement
QUALIFICATIONS • Bachelor’s degree in public or business administration, economics, Health, international development or social science; • At least five years’ experience in governance in service delivery programs, community development, institutional strengthening, gender and/or child protection mainstreaming desired; • Demonstrated experience in strengthening the capacity of decentralised government structures; • Demonstrable technical and practical experience working on institutional capacity assessment, analyses of results and providing recommendations for appropriate interventions; • Demonstrated technical expertise and/or experience and working knowledge of participatory processes and methodologies, preferably in a conflict or post-conflict environment; • A strong understanding of structures and management systems within service delivery sectors, including planning and budgeting, finance, human resources and procurement; • Demonstrated experience developing effective working relationships with programme stakeholders utilising effective verbal and written communication and knowledge sharing skills and coordinating across sectors; • Proficiency in English and fluency in Somali language required; • Previous work experience in Ethiopia and the Somali Region required
