Position- Youth and livelihood Assistant
Location- Hitsats Refugee Camp, Tigray Region
Length of Employment- Definite
Monthly salary & benefits- ETB 6,974.00 to 7,689.00 per month with 35 % hardship allowance and PF / pension contribution from IRC and it will be based on the candidate qualification and earning history.

Scope:
Under the direct supervision of the Camp Manager and additional oversight of the CYPD Manager in Shire and the TU in Addis Ababa, the Youth and Livelihoods Assistant Officer, is responsible for the design, implementation and monitoring and evaluation of youth and livelihoods program activities in Hitsats Refugee Camp.
Responsibilities:
• Prepare budget plan for the Youth and Livelihoods sub sector
• Prepare spending, procurement and activity plan while new rants are released and participate in grant opening (GOM) and grant closing (GCM) meeting
• Conduct IRC’s Integrated Entrepreneurship Education (Basic Business Skills Training, Life skill and Basic Computer skills) for graduates and link them with Income Generation activities
• Assess and survey refugee vocational needs and evaluate the marketability, feasibility and sustainability of proposed skills and areas to start small business;
• Identify vocational trainers for proposed skills training areas;
• Assist vocational skills trainers in the development of curriculum, lesson planning and training materials;
• Conduct monthly awareness raising campaigns with community representatives, women association, youth leaders and provide trainings etc
• Ensure community participation in program cycle management
• Assist community based associations (CBAs) in developing program related Plan of Action
• Follow up the implementation of Plan of Action by CBAs and ensure corrective measures
• Conduct quarterly in-service training for youth leaders
• Organize special events such as sports matches, dances, and cultural performances; register clubs, helping them establish rules and monitoring their activities
• Design and facilitate peer education campaigns and activities, which include songs and drama on topics such as disability awareness, environmental education, equality, conflict resolution, and cultural preservation
• Support youth in the identification of community problems, access to camp services and the design of appropriate community-led actions
• Facilitate Youth Action Kit (YAK) discussions at a camp or block level
• Work closely with the Education and Child Protection Officers to promote the psychological, social and cognitive needs of refugee children and youth in the camp
• Develop/revise job description and weekly activity plan for youth leaders
• Mentor social mobilizers in all technical aspects and facilitate home based care support for elderly and disabled refugees in the camp
• Provide members of the women association with the skills needed to increase their representation in refugee community structure
• Oversee the implementation of sector based activities in accordance with proposals, budgets, timeframes, and donor requirements
• Ensure and follow up the procurement of the program inputs and monitor the full utilization of the budget by keeping an up to date PR tracking
• Prepare and revise action plans for Youth and Livelihoods activities
• Prepare monthly progress reports and offer analysis and recommendation on the Youth and Livelihood program activities
• Prepare and submit success stories of the sector
• Develop and maintain excellent working relations with partner agencies (ARRA, UNHCR, Woreda administration, Woreda Youth and Sport Office, Refugee Central Committee, Women Association and other implementing partners etc)
• Perform other duties as assigned by your immediate supervisor/s
Requirements
Education and experience
BA in Social work, Psychology, Sociology or other fields related to the position.
Minimum of 3 years working experience in the NGO settings mainly with youth holistic development and vocational training
Proven experience in training facilitation, community mobilization and coordination of youth sport and recreational activities
Good technical and report writing skill
Good communication and interpersonal skills
Fluent spoken and written English and Tigrigna
Computer literate
