GOAL is an Irish based international NGO with Programmes in Humanitarian Response, Rural Development and the street children. The Humanitarian Response Programme focus on nutrition intervention activities, working with the ministry of Health to monitor the nutrition, health and food security status with its current intervention in Ethiopia. However, the RDP (Rural Development Programme) works in three localities in Ethiopia Oromia Region – West Hararghe and Borena Zone and SNNP Region, Sidama Zone, Hawassa city, Hawassa Zuria and Boricha Woredas, both through direct implementation and in partnership with other NGOs and the government. The focus of work is on improving community health outcomes and food security as well as developing a sustainable water and sanitation infrastructure network across targeted communities. The overall emphasis of these projects is to support local communities to tackle critical problems affecting, health, nutrition, food security and livelihoods.
GOAL is looking for a highly motivated and capable professional to fill the post of Administration and Human Resources Officer at Head Office level. The Admin & HR Officer is responsible for the overall human resource management activities at Head Office level, including recruitment, timesheet and staff benefit administration, handling HR correspondences, processing staff termination, maintaining HR documentation, providing information to & guiding staff in relation to elements of the HR Manual, work towards the proper implementation of the HR Manual, follow up expat administration, involve in staff training and development issues and liaising with Admin. & HR focal person at project level with regards to the above-mentioned HR issues.
• First degree in Business Administration/Diploma in Personnel Management/Management from recognized University/College
• Minimum of 2 years for Degree & 4 years for Diploma: relevant experience in HR Management & Administration
• General management/administration skills
• Experience in handling HR activities, knowledge in interpretation and application of Ethiopian Labor law
• Excellent computer skills, specially Excel & Word; knowledge of Access is an advantage
• Very good written & spoken English;
• Very good communication skills with all level of staff
• Very good human relation skills, ability to explain
• Very good planning & organizing skills, very good orientation to detail
• Willing to travel to field sites.
• High commitment to maintain an up-to-date and efficient HR information and record keeping system
• Adherence to the requirements set by the HR Manual and donor guidelines

Remuneration and Benefits: GOAL pays a monthly salary of Birr 11,527.00 – 14,975.00, and provides benefits like transportation and insurance cover.
• Transportation Allowance, 10% of monthly salary.
• Pension - as per the government pension scheme (11% from the employer and 7% from the employee).
• Medical Allowance, birr 6500/annum.
