Founded more than 75 years ago, Plan International (Plan) has global presence in 69 countries and is one of the oldest and largest children's development organizations in the world. Plan has been operating in Ethiopia since 1995, and currently operates in four regions of the country with a range of multi-sectoral development and humanitarian programmes. A process to realign the organizational structure and workforce with the current country strategic plan and its priorities has recently been conducted, and accordingly, we are looking for a suitable candidate to fill the following position from internal and/or external applicants.

Purpose of the job
The post holder is responsible to lead, guide and strategize the design, implementation, monitoring and evaluation of all Plan Ethiopia initiated nutrition interventions in emergency/humanitarian response, post emergency recovery and disaster risk reduction/mitigation projects. He/she is expected to proactively engage in influencing pertinent policies, strategies and practices with the aim to ensure benefit of children affected by disasters, and also build institutional capacity of Plan and its partners to effectively respond to emergency nutrition related needs; with the overall objective of protecting, promoting and improving the nutritional and health status of children affected by and recovering from disasters/emergencies.
Dimensions of Role:
• Raising and also managing up to 1-2 million USD per year from diversified donors.
• Liaising with government ministries, offices and bureaus at federal and regional levels and also with UN agencies, NGOs and other civic organizations.
• Responsibility for ensuring compliance with organizational and statutory policies on people and culture legality matters and also has responsibility to ensure compliance of the design and implementation of emergency/recovery and resilience focused nutrition responses in line with applicable government policies, guidelines and procedures.
• Representing Plan Ethiopia in humanitarian coordination meetings, taskforces, clusters and technical working groups that are related to nutrition in emergency and recovery/resilience context
Typical Responsibilities - Key end results of the position:
a) Provide strategic leadership and guidance in designing effective emergency nutrition projects with long term perspective & linkage to longer term development within the framework of PIE’s Country Strategic Plan & Plan’s principles and values
b) Planning and implementation of Emergency Nutrition Response project activities and set high quality performance targets ensuring adherence to national policy, strategy and technical standards, best practices and donor and internal guidelines
c) Regular participation in nutrition and related forums and nutrition coordination meetings and other nutrition related national platforms/networks and ensuring effective information sharing and flow within PIE
d) To enhance understanding regarding standards and accountability in nutrition in emergencies
e) To ensure effective communication and information sharing on emergency nutrition programming with in PIE
f) Actively participate in soliciting fund for emergency nutrition projects
g) Ensure development of core skills and competencies in emergency nutrition among PIE staff in the Country Office, Programme Units and project offices
h) Coordinate and lead nutrition response projects during planning, budget preparation, implementation, M&E and timely reporting ensuring quality and standards through enhanced partnership with government and non-government partners and also civic organizations including CBOs as appropriate
i) Effective implementation of PIE’s Emergency Preparedness and Response Plan with focus on targets/plans related to emergency nutrition within the frame work of pertinent national policy, strategy and guidelines
j) Provide overall leadership and guidance in the design and undertaking of rapid assessments and standard nutrition surveys and subsequently in the design of nutrition responses in affected areas to ensure alignment of PIE’s work with applicable government and donor policies, strategies and operating procedures
k) Provide direct hands-on technical support to Technical Coordinator, PAs and PIE partners to effectively and innovatively manage nutrition projects with focus on key technical areas including CMAM
l) Ensure that emergency nutrition and related projects are technically sound, environmentally friendly, socially and cultural acceptable
m) Provide overall leadership and coordination in the design of nutrition response plans and strategies and also in the development of proposals for submission to donors to raise funds. Ensure effective partnership, networking and coordination/collaboration with government, NGOs, UN agencies and other international partners in the design and implementation of emergency nutrition projects
n) Explore new project & programming opportunities and funding sources to ensure adequate financing of projects by coordinating and supporting resource mobilization endeavour and liaising with staff at CO, PU and project
o) Ensure documentation of good practices in emergency nutrition and interlinked themes such as WASH and effective communication of lessons within and outside PIE with the aim to enhance learning to improve future planning and programming and also increase PIE’s profile in emergency nutrition programming
p) Ensure the design, implementation and impact assessment of nutrition responses are fully in compliance with SPHERE & other international standards, national guidelines and policies and also in line with humanitarian accountability principles, values and code of conduct
q) Ensuring mainstreaming of cross cutting issues mainly gender, DRR, HIV&AIDS and disability in responses and also adoption of important approaches from PIE’s CCCDP
r) Liaise and establish contacts at national level ENCU, DRMFSS, NGOs, donors, UN agencies and other international partners and participate in technical, logistics and operational meetings and discussions at national level concerning emergency nutrition response in PIE operational areas
s) Putting in place more cost effective and efficient nutrition response team in the field within the framework of pertinent government strategies, policies and guidelines and periodically reviewing effectiveness of the staffing structure; assist in the recruitment, training and deployment of emergency nutrition staff and periodically review JD’s to best reflect changing staff roles and responsibilities
t) Review and submit monthly TSFP admission and other nutrition related progress reports & data base and other relevant data for stakeholders including ENCU, ministry of health and others and also for donors
Dealing with Problems:
• Carefully analyses situations of malnourished children and engages himself/herself in an healthy, positive and constructive ways with concerned government authorities including federal Emergency Nutrition Coordination Unit (ENCU) and this needs strong negotiation and lobbying skills.
• Timely communicates and shares information with WFP, UNICEF, other UN agencies in the management of Targeted Supplementary Feeding Programme (TSFP) and government partners to ensure timely delivery of the inputs from these institutions.
• Proactively engages with government health institutions to address capacity problems in implementing Outpatient Therapeutic Programme (OTP) and Stabilization Center (SC) services.
Communications and Working Relationships:
Internally: Emergency Response and Recovery Manager and Deputy Manager, Programme Manager, Resource Mobilization Manager, Finance Manager, Emergency Grants-Finance Coordinator, Logistics Manager, Regional Programme Area Manager and emergency Project Coordinators.
Externally: Federal Emergency Nutrition Coordination Unit (ENCU), other NGO’s, UN agencies, government, bilateral and multilateral donors, and other stakeholders including Plan Eth. partners
~~Knowledge, Skills, Behaviour and Experience Required to Achieve Role’s Objectives
Educational Qualification and Experience
- Minimum B.Sc. in relevant field of study. Masters degree in applied nutrition, public health or related fields is preferred.
- At least 5 years of progressive experience in similar organizations at advisory level including line management of staff.
- Extensive and documented experience in managing emergency nutrition and health related projects with focus on operational aspects including management of budget and logistics
- Experience of managing projects for major donors and experience of working with international NGO, UN or donor agencies
Knowledge:
- Knowledge of child rights programming
- Knowledge of nutrition international standards notably CMAM, IYCF and Scaling Up Nutrition Framework
- Good understanding of emerging international humanitarian issues and aid effectiveness
- Good understanding of the external operating environment including government policies, strategies, guidelines and operating procedures in managing emergencies and disasters in the country
- Good knowledge of field level realities of humanitarian NGOs work
Skills:
- Ability to work independently and as a team player
- Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of Plan. This includes effective negotiation and representation skills
