POST TITLE/No: EPI Consultant for Dollo Zon DUTY STATION: Warder town (Doollo Zone, somali region CONT. STATUS: Consultancy contract Contract Duration: Five months with possibility of extension CLOSING DATE: 13 April 2015 The United Nations Children’s Fund (UNICEF), the world’s leading organization working for the rights of children, is inviting applications for the above position.
PURPOSE OF THE POST Under the supervision of UNICEF Health Officer in Jijiga , the EPI Consultant for Doollo zone coordinates and provide technical and operational support to Somali RHB and partners on Polio outbreak response and routine EPI improvement for improved performance and quality of SIAs and immunization services including activities supported by UNICEF AWPs.
MAJOR DUTIES AND RESPONSIBILITIES OF THIS CONSULTANCY ASSIGNMENT: Overall, the zonal coordinator is responsible to
Ensure effective coordination for polio and RI communication activities with Doollo zone and woredas health offices, Somali RHB, WHO and NGOs to ensure coherent, complementary planning and support for Polio SIA, routine EPI and social mobilization activities at the regional and sub-regional levels.
Analyse bottlenecks and propose practical solutions to EPI performance improvement and Polio SIAs coverage within existing strategies and provide specific technical expertise on strategies and implementation modality including evidence-based advocacy and programme planning.
Assist in the macro and micro-plan preparation for polio SIAs including for routine EPI and with particular emphasis on hard to reach, border and poorly performing woredas and kebeles within Doollo zone.
Ensure timely compilation and analysis of social mobilization data within the overall polio and RI monitoring and evaluation framework
Support the Doollo zone woredas Health offices for programme review and follow up on implementation of recommendations and agreements.
Monitor and account for multiple UNICEF-support and partner-supported social mobilization inputs and outcomes to improve polio SIA and routine immunization performance.
Submit transparent and timely reports to supervisor, and provide feedback to counterparts
Maintain close working relationships within complementary sectors of UNICEF, particularly with emergency health, nutrition, WASH, education, and admin sectors.
Undertake field visits to monitor EPI activities including SIAs, review implementation and make recommendations for doable improvements.
Work closely with WHO in preparation of Weekly Polio SitRep.
Other work as assigned to advance immunization and polio eradication efforts.
Provide weekly reports to Jijiga based regional Polio/EPI coordinator and the health section PO at UNICEF Ethiopia’s Somali region field office.
Job Requirement
MINIMUM REQUIREMENTS: Education requirements: University degree in Health or related fields from a recognized University. Work Experience: A minimum of seven years of progressively relevant professional work experience at national or regional level in EPI program with significant experience in polio, SIA implementation. Experience working on polio advocacy and social mobilization. Experience working in the UN or INGO or other international development organization, and field work experience an asset. Language Proficiency: Fluency in English and knowledge of the language of the duty station.
