Background
The Ethiopian Hospital Management Initiative (EHMI) was established in July 2006 as a collaborative project led by the Ethiopian Federal Ministry of Health (FMoH) and supported by the Clinton Health Access Initiative (CHAI) and Yale University School of Public Health. The objective of EHMI is to enhance the healthcare delivery system by improving the management of public hospitals in Ethiopia, building in systems for continuous improvement. Since its inception, EHMI has helped the government to develop systems and processes for hospital improvement such as the Ethiopian Hospital Reform Implementation Guidelines (EHRIG)[1] (and its predecessor the Blueprint and Standards for Hospital Management) which provide guidance and standards on key hospital operation areas for hospital managers. In addition, 11 Hospital Performance Monitoring and Improvement (HPMI) manuals, one for each region, have been developed with supporting training materials. Databases have been developed to track adherence to EHRIG standards and Key Performance Indicators (KPIs) at various levels including hospitals, Regional Health Bureaus (RHBs) and the Medical Services Directorate at the FMOH (MSD).
An evaluation is going on which will take stock of the program to date. The purpose of this evaluation is assess the degree to which project objectives were achieved, examine the changes that resulted from doing the project, document the lessons learned, identify areas that did not work well and provide inputs for EHRIG revision and developing the next phase of EHMI.
