The United Nations Children’s Fund (UNICEF), the world’s leading organization working for the rights of children, is inviting applications for the above position.
PURPOSE OF THE POST
Under the supervision of the Nutrition Specialist (P4), the incumbent is responsible for budget control for the EU share project, generation of financial reports, for donor reporting UNICEF international Child Protection Specialist based at Jijiga, the incumbent supports the implementation, monitor and report as per the Child Justice Work Plan signed between partner and UNICEF.
MAJOR DUTIES AND RESPONSIBILITIES OF THIS POST INCLUDE:
Provide support to the Nutrition Specialists (P4 and NoC EU share) in ensuring accurate and timely budget monitoring for the EU share project. Extend technical support to the entire CBN unit, including monitoring of the budget implementation against the EU Grant.
Perform various tasks related to HACT process (Harmonized Approach to Cash Transfers) within the CBN unit, with an emphasis on the EU share project.
Deliver capacity building and training for development partners on UNICEF’s internal controls, regulations and procedures, plan and organize spot checks for field missions in an effort to evaluate financial justifications for expenditure activities, liaising with Finance/VISION hub on liquidations via FACE, along with the PO etc.
Monitor and prepare regular reports on the budget status for the EU share project activity and funding source, analyzing the data and making recommendations.
Monitor expenditures according to budget allocations and provide the Nutrition Specialist with summary reports on financial transactions for EU share projects. Ensure that charges are properly allocated against project proposals and allotments are not exceeded by reporting any over-expenditure. Advise on the strategy of risk management relating to use of funds.
Assisting the Nutrition Specialist (P4) in contributing to regular and effective monitoring and information gathering of various indicators related to the EU share and other CBN Projects and relevant programme monitoring through the use of tools such as VISION.
EXPECTED DELIVERABLES
The incumbent will deliver the deliverables detailed on the TOR on the following programme Components:
Provide monthly monitoring report of the budget implementation against the EU share Grant
Support POs in conducting the various tasks related to HACT process for the implementation partners.
Deliver capacity building and training for development partners on UNICEF’s internal controls, regulations and procedures.
Provide monthly reports on the budget status for the EU share project,
Provide regular summary reports on financial transactions for EU share
Job Requirement
MINIMUM REQUIREMENTS:
Education requirements: Completion of secondary education, preferably supplemented by technical or university courses in a field related to the work of the organization.
Work Experience: Six years of progressively responsible clerical or administrative work, of which at least one year is closely related to support of programme activities.
Language Proficiency: Fluency in English and knowledge of local language of the duty station is advantageous.
Nationality: Candidates should be NATIONALS of Ethiopia.
