The United Nations Children’s Fund (UNICEF), the world’s leading organization working for the rights of children, is inviting applications for the above position.
PURPOSE OF THE POST
Under the supervision of Director of Social Welfare Development Promotion of the Ministry of Labour and Social Affairs (MoLSA), the incumbent supports the Directorate in guiding, coordinating and strengthening social welfare workforce development processes.
MAJOR DUTIES AND RESPONSIBILITIES OF THIS POST INCLUDE:
Provide technical support to the Joint Action Plan Operational Committee (JAPOC) to coordinate and manage social welfare workforce development consultancies
Advise and supporting the JAPOC on quality assurance of outputs delivered by social welfare workforce development consultant(s)
Provide technical support to the panel of experts tasked with standardization of prioritized occupations
Collate, synthesize and provide MOLSA’s input for and feedback to outputs delivered by the consulting firm(s) through the JAPOC
Act as a liaison between MOLSA and the JAPOC providing progress report on the work of the consulting firm(s) designing workforce development system; identifying challenges and bottlenecks to the process for timely mitigation and feedback
With the guidance and leadership of the JAPOC, coordinate and facilitate consultative meetings and workshops to review outputs delivered by the consulting firm(s)
Provide technical support to MOLSA and JAPOC on implementation of the Social Welfare Workforce Development terms of reference
With the guidance and leadership of MOLSA and the JAPOC, facilitate a process for integration of approved workforce development outputs into the draft national social protection strategy and federal and regional action plans
In coordination with the MIS expert, monitor and report regularly on implementation of all approved workforce development outputs
Develop an advocacy strategy to promote workforce development outputs and their implementation with the aim to increase uptake of services provided by the workforce and effective integration of the workforce with their counterparts in other sectors
Other duties as assigned.
Job Requirement
MINIMUM REQUIREMENTS:
Education requirements: Advanced University degree in Sociology, Social Policy, Social Work, Human Resources Management, Development Economics, Development Studies and other related fields
Work Experience: A minimum of eight years professional relevant work experience in social welfare program management; proven abilities in human resources and organizational development with practical work experience at mid to senior level management; Knowledge of government human resource planning and development system and procedures; practical knowledge of approaches in job classification, standardization, and workforce projection; knowledge of tertiary education strategies and programs of the GoE as relevant to social welfare sector; ability to provide quality advice on workforce development to high level multi-sector decision makers; ability to steer, coordinate and manage the activities of consultants and manage agreed deliverables; ability to promote a team work among a team of professionals within MOLSA and its development partners; ability to compile and produce quality reports on workforce development activities of the Social Welfare Development Promotion Directorate and the Joint Action Plan Coordination Committee; Competency in the use of computer software internet and computer-based management tools; Familiarity with social protection policy and programs.
Language Proficiency: Fluency in English (both verbal and drafting skills).
