The United Nations Children’s Fund (UNICEF), the world’s leading organization working for the rights of children, is inviting applications for the above position.
PURPOSE OF THE POST
Under the supervision of Director of Finance and Procurement Directorate of the MoLSA, the incumbent strengthens financial management capacity of the Federal Ministry of Labour and Social Affairs to facilitate the smooth transaction of funds allocated to the Ministry.
MAJOR DUTIES AND RESPONSIBILITIES OF THIS POST INCLUDE:
Provide technical support for the establishment of the Social Protection Fund to be managed by MOLSA per the Draft NSPS provision;
Provide technical support for the development of appropriate financial management mechanisms for the sector, to ensure that available resources are efficiently managed and allocated to the most cost-effective interventions;
Provide technical support towards development of cost estimates for each focus area of the Draft NSPS;
Provide technical support towards forecasting the resources likely to be available from government, development partners, private sector, civil society and communities and identifying financing gaps;
Advise on appropriate options and solutions in light of any aggregate identified funding gap per provisions identified in the Draft NSPS;
Ensure that DCTs are requested and liquidation reports are submitted timely;
Prepare accurate and timely financial report to appropriate bodies;
Interact with internal and external auditors in completing audit;
Ascertain that audit findings and recommendations are taken care of;
Establish, maintain and coordinate the implementation of accounting and accounting control procedures;
Ensure that the financial management system of the MOLSA is strengthened;
Analyze and review budget and expenditure, monitor and review accounting related system report for accuracy and completeness;
Resolve accounting discrepancy;
Recommend, develop and maintain financial data base, computer software systems and manual filing systems;
Other duties as assigned.
Job Requirement
MINIMUM REQUIREMENTS:
Education requirements: Advanced University degree in Accounting, Finance, Business Administration or related fields, or professional qualification with CPA, ACCA, CIMA.
Work Experience: A minimum of eight years professional relevant work experience working in financial management, financial utilizations of project. Work experience with proven ability to analyze financial data and prepare financial reports and projections. Knowledge of government finance, accounting, budgeting, and cost control system including financial regulations required. Ability to promote team work in the MOLSA and other stakeholders is required. Competency in the use of computer software internet and computer-based management tools. Familiarity with social protection policy, programs; good skill in accounting software like Peachtree and other computerized accounting software is mandatory.
Language Proficiency: Fluency in English (both verbal and drafting skills).
