PATH is seeking candidates for the following positions for the anticipated United States Agency for International Development (USAID) funded Social Behavior Change Communication (SBCC) Health Project. The SBCC Health Project is intended to serve as a catalyst, enhancing the impact and sustainability of existing health communication efforts through improved coordination, use of data and findings from state-of-the-art programming for decision-making, technical capacity, and cross-sectoral integration. Although the project will emphasize improvement of public sector structures and processes, it will also seek to enhance capacity among the many civil society groups and private sector entities active in social and behavior change in Ethiopia.

Public sector health systems and coordination for SBCC strengthened
SBCC design and implementation strengthened; and
Improved use of data for decision making in SBCC.
Position Purpose
The M&E Knowledge Translation Specialist will provide technical leadership and oversight to the design and implementation of a USAID/Ethiopia Social Behavior Change Communication (SBCC) Health Project’s activities related to using data and research evidence to inform program and intervention design, planning, implementation and evaluation, and to build the capacity of Ethiopia’s Federal Ministry of Health (FMOH) and partner organizations in the areas of knowledge translation (KT) and data for decision-making. S/he will also develop and maintain critical relationships with in-country stakeholders including officers of Ethiopia’s Federal Ministry of Health, donors, and implementing partners. Where necessary, s/he will represent the project in forums and meetings. The M&E Knowledge Translation Specialist will promote a culture and practice of data for decision making within project and partner staff. S/he will develop and deploy collaborative capacity building approaches to enhancing the skills and expertise in partner and stakeholder staff. The M&E Knowledge Translation Specialist will work closely with the SBCC Health project team and help design KT interventions and set standards for KT and data for decision-making. S/he will also serve as a liaison to PATH HQ’s monitoring and evaluation department to ensure timely and adequate support.
Key Responsibilities
Provide overall technical guidance and leadership on the implementation of the project KT strategy and activities.
Oversee the development of a database to find, store and interpret locally-relevant data and evidence related to SBCC.
Develop suitable dissemination materials for sharing project related results.
Work closely with the Project M&E Advisor to oversee household survey data cleaning and entry procedures as per standard M&E practice at PATH and consolidate lessons learned and make suitable recommendations for future assessments.
Lead technical assistance to strengthen the government health information systems in capturing useable and accessible data in multiple health areas including but not limited to: maternal and newborn health, HIV, TB, and Malaria.
Provide technical assistance to the FMOH, regional and Woreda health offices for monitoring and improvement of program activities based on data and evidence.
Develop and maintain relationships with key stakeholders such as FMOH, implementing partners, academic institutions, and donors in the area of knowledge translation and data for decision-making.
Ability to work with data base developers to design flexible systems to collect, store and analyze health data from multiple sources.
Job Requirement
Required Skills
Advanced understanding of research and routine health data (especially in relation to understanding and interpreting research and M&E results), understanding of program and policy development.
Demonstrated understanding of how to find and interpret research evidence from single studies and systematic reviews.
Demonstrated experience with knowledge translation strategies, tools, methodologies and approaches.
Strong communication skills, with advanced ability to write for key audiences, and to translate data and evidence into clear and actionable messages to a wide range of technical and non-technical audiences.
Proven ability to motivate and mentor staff and create a positive team environment; capacity to position oneself to colleagues as highly approachable.
Familiarity with adult education or capacity building approaches and in designing learning modules or training workshops.
Ability to oversee data reporting and dissemination at various levels to ensure accuracy and clarity of data interpretations.
Thorough knowledge of maternal and child health issues in Ethiopia including solid knowledge of key indicators related to institutional capacity building and Social Behavior Change Communication.
Knowledge and experience of FMOH health information systems will be preferred.
Ability to facilitate results oriented discussions with stakeholders and collaborate with cross-functional teams.
Ability to travel up to 25%
Required Experience
A minimum of a Master’s degree or higher in Public Health, Social Sciences, Statistics or any relevant discipline.
Minimum of 7-10 years’ experience and demonstrated skills in evidence generation, synthesis and dissemination, knowledge translation, policy analysis, or monitoring and evaluation of health and related programs.
At least 3 years technical experience with donor-funded projects is required.
Experience in successfully managing and implementing the monitoring and evaluation of health programs for USAID, preferably in Ethiopia.
Experience in providing technical assistance and conducting capacity building activities in relation to knowledge translation and data for decision-making.
Must have legal authorization to work in Ethiopia
