PATH is seeking candidates for the following positions for the anticipated United States Agency for International Development (USAID) funded Social Behavior Change Communication (SBCC) Health Project. The SBCC Health Project is intended to serve as a catalyst, enhancing the impact and sustainability of existing health communication efforts through improved coordination, use of data and findings from state-of-the-art programming for decision-making, technical capacity, and cross-sectoral integration. Although the project will emphasize improvement of public sector structures and processes, it will also seek to enhance capacity among the many civil society groups and private sector entities active in social and behavior change in Ethiopia.

Public sector health systems and coordination for SBCC strengthened.
SBCC design and implementation strengthened.
Improved use of data for decision making in SBCC.
Position Purpose
The M&E Data Assistant, located in Addis Ababa, will provide support and technical assistance for the M&E portion of the program with the goal of increasing knowledge and health practices of individuals and communities, while supporting systems to improve quality, capacity, and coordination of SBCC.
The M&E Data Assistant will provide support to the Senior M&E Data Manager on data collection for the project’s M&E framework to monitor overall project performance against established goals, objectives, and milestones and to ensure compliance with partner organization protocols and PATH’s organizational policies. S/he will also support in the development and maintenance of critical relationships with in-country stakeholders.
Key Responsibilities
Provide overall technical support on the implementation of the project data collection and monitoring and evaluation system.
Assist in the development of a performance monitoring plan covering activities to compile, analyze and present data for reporting of program progress and impact.
Support operationalization of the M&E plan by developing and managing an M&E system to serve as a repository of all project related M&E data.
Support the M&E system on an ongoing basis and generate needed reports to meet donor and other stakeholder requirements.
Support data collection and monitoring activities at the target regions of the project.
Lead technical assistance to strengthen the government health information systems in Ethiopia.
Provide technical assistance to Federal Ministry of Health (FMOH) and regional health offices for monitoring and improvement of program activities.
As a member of the in-country project management team, participate in discussions for design and implementation of project activities.
Develop and maintain relationships with key stakeholders such as PME department of FMOH, implementing partners, academic institutions, and donors in the area of monitoring and evaluation.
Collaborate with team members, government workers and partners in the planning of M&E project activities.
Contribute in the synthesis and disclose important results of the project, lessons learned and developed methodologies etc.
Participate in internal and external coordination meetings with implementing partners when required.
Job Requirement
Required Skills
Demonstrated understanding of and familiarity with a range of applied research and monitoring and evaluation approaches including health information and data management systems.
Proven ability to motivate and mentor staff and create a positive team environment.
Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact.
Ability to oversee data collection at various levels to ensure accuracy and clarity of data interpretations.
Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
Thorough knowledge of maternal and child health issues in Ethiopia including solid knowledge of key indicators related to institutional capacity building in data quality and use.
Knowledge and experience of FMOH information systems will be preferred.
Ability to facilitate results oriented discussions with stakeholders and collaborate with cross-functional teams.
Ability to collaborate and work effectively with partner organizations, and work under pressure and independently.
Demonstrated proficiency in Microsoft Office.
Ability to travel up to 25%.
Required Experience
At least a Bachelor’s degree in Public Health, Social Sciences, Statistics or relevant discipline.
Minimum of 3 years’ experience and demonstrated skills in monitoring and evaluation of health and related programs.
At least 1 year M&E experience with donor-funded projects is required (NGO experience preferred).
Experience in providing technical assistance and conducting capacity building activities in relation to monitoring and evaluation.
Experience in managing and supervising a monitoring and evaluation team of data collectors and program officers preferred.
Experience in successfully managing and implementing the monitoring and evaluation of health programs in Ethiopia preferred.
Must have legal authorization to work in Ethiopia
