The Canadian Red Cross (CRC) has a Strategic Partnership with the Canadian Government aimed at strengthening national Red Cross and Red Crescent societies so that they are better able to respond to disasters and conflict, improve Canada's ability to respond quickly and efficiently to humanitarian crises, and increase public awareness of Canadian humanitarian efforts. A component of this partnership is the Capacity Strengthening for Emergency Response in Africa (SERA), a five year regional initiative, funded by the Canadian Department of Foreign Affairs Trade and Development (DFATD), to strengthen the emergency preparedness and response capacity of four National Societies (NS) in Democratic Republic of Congo (DRC), Ethiopia, Mali, and South Sudan.
The Ethiopian Red Cross Society (ERCS) invites qualified and motivated professionals to apply in support of the Canadian Red Cross (CRC) SERA coordination office in Ethiopia. Under the general direction and supervision of the SERA Regional Manager, Canadian Red Cross the SERA PMER Coordinator coordinates planning, monitoring, evaluation & reporting activities of the initiative at regional and country level; coaches and follows up with SERA Coordinators from four participating countries (Ethiopia, Democratic Republic of Congo, Mali and South Sudan) to ensure quality and timely reporting information is submitted; monitors & consolidates reporting information in French and English into reports, success stories and other media for domestic, regional and Canadian audiences including Canadian Red Cross headquarters and the donor, the Government of Canada.
III. Specific Duties and Responsibilities
1. Planning
• Coordinate, support and maintain different planning processes (annual donor, annual CRC, quarterly, country level etc.).
2. Monitoring, Reporting,
• Lead reporting by giving technical support to country staff on approach, requirements, and required edits for reporting followed by consolidating, translating, editing submitted information for clear structured regional reports on initiative results for a variety of audiences (CRC management, HQ, donor, public etc).
• Support, mentor, coach, in-country national society staff to collect indicator data using SERA templates, and then consolidate it in a regional database
• Collect and analyse incoming information for outcomes, trends, opportunities for organizational learning and highlight key information to relevant decision-makers.
• Coordinate and refine results vs. targets tracking system by program area on a quarterly, semi-annual and annual basis for program monitoring/ implementing performance.
• Work with the Finance team to correlate narrative and financial and in reports
• In addition to standard Results Based Management (RBM), use qualitative methods to measure outcome results such as case studies, accounts of progress towards outcomes, significant change stories using various media.
3. Evaluation
• Support the implementation of program evaluations/assessments such as baseline and annual surveys, mid-term and final evaluations, and special case studies and operations research.
• Liaise with the National Societies (NS) and with other SERA program partners and consultants involved in compiling or analysing data related to the SERA performance management framework (PMF), maintaining the database, and producing M&E reports for CRS or other stakeholders
• Support use of evaluation and assessment tools (DRCE etc.)
4. Coordination and Communication
• Develop and support a basic communication plan for the initiative including experimenting with innovations in communication locally, communication regionally and communication in Canada.
• Collect, prepare and disseminate lessons learned, and share successes stories using various media
5. Other tasks
• Perform occasional administrative tasks to support the regional office.
• Other duties as assigned by the SERA Regional Manager
Job Requirement
QUALIFICATIONS/SELECTION CRITERA
a. Education: Degree in a relevant field (E.g Communications/Management/Business/Information Management/International Development/Journalism/Language studies etc.)
b. Prior Work Experience: Minimum of 4 years relevant work experience (e.g. experience including writing, content development, analysis, reporting, publishing, training, information management, results-based management, monitoring and evaluation, log frames, logic models etc.)
c. Language Proficiency: Mandatory Bilingual in written and spoken French and English (will be tested)
d. Functional Competencies:
• Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner
• Experience developing engaging content for media preferred (photo, video, blog, web, social media, PowerPoint, etc.)
• Excellent research and data collection methodology skills
• Ability to lead and coordinate multiple offices through multiple step processes without being a direct supervisor (although appropriate authority will be given)
• Skills in supporting staff with a variety of levels of knowledge and capabilities
• Ability to work independently to efficiently meet deadlines
• Strong interpersonal skills
• Ability to apply regulations and procedures to daily work requirements
• Excellent computer skills, including word processing, spreadsheet programs and data base management
