JOB SUMMARY
Under the overall direction of Deputy Programme Operations Manager (deputy POM) – Gambella, the Satellite Office Manager is responsible to coordinate and oversee the overall education, child protection and ECCD programs, all operational support functions including finance, logistics & construction, and HR, as well as management of all staff and incentive workers based in the camp. She/he will be responsible to play a liaison role between camp based staffs and deputy POM and Gambella program staffs in the areas of programme implementation to agreed quality standards, budget management and utilization, periodic reporting, material procurement, staff recruitment and supervision. The incumbent will also facilitate staff capacity building. She/he will be the SCI representative in the camp coordination forums. S/He will have activity role on ensuring the success of Donor, UN and other VIP mission to the camp
KEY AREAS OF ACCOUNTABILITY
Programme Development and Implementation
· With the support and guidance of the POM, deputy POM and sectoral programme managers, lead the implementation of Save the Children’s humanitarian response within Leitchor/Tierkidi refugee camp (or other sites as per relocation plans from ARRA)
· Ensure that SCI’s interventions in the refugee camp are implemented to a high quality and effectively coordinated and managed.
· Promote the sharing of best practices and of ideas between thematic units
· Strengthen all areas of Save the Children’s response by providing management support and mentoring to camp staff within the humanitarian response.
· In coordination with security focal point s/he will ensure security briefs are provided to all staff members within the camp, monitor and advice on real time security situations and challenges, ensuring security guidelines are followed.
· Coordinate with program staffs to prepare implementation plan and monthly activity plan on the basis of project proposal and or program documents.
· Ensure that procurement, construction and supply chain planning and reporting are carried out to a high standard, including stock and asset management, fleet and vehicle management, and adequate accommodation and office standards are met according to SCI standards, policies and procedures
· Ensure that HR management for staff at field office (camp) level is conducted in line with organisation policies and standards, including recruitment, performance management, and disciplinary matters
· Ensure that financial accounting for expenditures are managed and reconciled with the Gambella office in line with organisational policies and procedures, payroll and salaries are managed accurately, lead on any investigations into irregular practices and ensure a robust financial management system
· Ensure clear lines of communication of programmatic planning, operational support and reporting back through the different functional and technical lines of communications, close coordination and efficient programme delivery.
· Ensure strong and proactive representation towards camp management Government and UN authorities, other agencies, and beneficiary stakeholders at all times in a clear and highly accountable manner
Coordination
· Closely work with SCI Gambella technical staffs to provide the necessary technical support, training and coaching of program staffs for quality programming.
· Prepare performance objectives together with program staffs and give the necessary feedback, follow up and support to improve staff performance.
· In collaboration with Logistics department provide the necessary supports, facilities and equipment for program staffs for quality program implementation
· Provide managerial support to all team members, including community volunteers
· Closely work with other IPs specially, ARRA and UNHCR and refugee leaders for smooth implementations of SCI programs in the camp
· Actively participate during draft project proposal development by providing the necessary inputs
· participate in daily meeting held at SCI Gambella office
Monitoring
· In collaboration with M&E program staffs and technical staffs, continue to develop ad improve program monitoring tools, baseline data and reporting formats.
· Monitor and follow up program implementation status.
· Follow up and supervise program staffs to see if they are working as per the plan, and make and take the necessary measures and give feedback to improve staff performance.
· Create proper documentation and data management system to record program accomplishment in coordination with program managers and M&E officer
Reporting
· Give the necessary support to program staffs to prepare and submit weekly update, monthly program report and quarterly report
· Together with program officers compile monthly progress report, quarterly report and annual report on the basis of project requirement and submit to POM and Addis technical staffs.
