VIII. Role Profile
The Field office level Learning and Design Measurement ( LDM) Manager will be responsible for coordinating, managing all LDM activities and leading the monitoring, evaluation and enhanced innovation learning and knowledge management activities of the field office program. The person will be responsible to support the practice of programmatic principles and priorities such as Annual Operation Plan (AoP), PQAT (Program Quality Assessment Tools), testing ToC (Theory of Change) and influencing other stakeholders/sectors in addressing IG (Impact Group) and leading annual learning events at field office. In close consultation with LDM, Program Quality (PQ) team and partners, analyze, document and share learning as a critical means for future planning and well as for advocacy, identification of key issues around programme quality and ensure PQ systems are improved to address these issues. S/he will work in close cooperation with other technical advisors, specialist, the LDM team, Project Manager and Field Office Program & Operation Manager (FOPOM) at field level and with LDM team, technical Advisors & program Managers in Addis Ababa, as well as partners and stakeholders. S/he will support in the design of the M&E system of projects/programs in collaboration with sector LDM team and conduct development research, assessment, case studies & success stories.
XI. Duties and Responsibilities
· Support in the implementation of programmatic principles and priorities such as AoP, testing ToC, PQAT ;
· Work with the LDM and PQT and partners to produce, assimilate, analyze and use information for different purposes including documentation and, learning.
· In close consultation with LDM Program Quality (PQ) team and partners analyse, document and share learning as a critical means for future planning and well as for advocacy
· Assist in identification of key issues around programme quality and ensure PQ systems are improved to address these issues
· Establish and maintain effective accountability system at Field office/program office
· Timely responds to data and project information requirements to Project Managers, Sector LDM Advisors, Field Office Programs and Operations Manager (FOPOM) and Program Monitoring and Impact Measurement Advisor (PMIMA)
· field lead the implementation of the LDM strategy in the Field office &ensure partners and their staff understand the strategy
· Works with the Addis based LDM advisors & FOPOM to make sure that cross learning and coordination takes place among technical teams in the field.
· Ensure that the LDM strategy are monitored and reviewed bi-annually/ to make changes based on regular staff, partners and stakeholders’ reflections and lessons learned.
· Organizes panel monitoring and/or other events to ensure forward accountability, with relevant stakeholders including communities and ensure their dissemination to concerned parties;
· Supports the FO/Project management in ensuring compliance to CARE’s program principles, LDM/project standards Long Range Strategy Plan ( LRSP) goal and FO AOP, including support to compilation of PQAT tools.
· Completes all performance management activities including: performance planning, monitoring, and annual performance appraisals of staff under his supervision.
· Work closely with Program Quality and Learning (PQL) staff and field based teams (to be organized) to ensure quality in program/ project design and implementation
· Designs, develops and continuously updates project monitoring and evaluation, and impact measurement tools and systems;
· lead the implementation of the M&E plan at field level, supervising the work of the field LDM team in the collection, compilation and consolidation and analysis of data in the field
· Works closely with the LDM Field officer & officer to ensure data is timely and accurate from partners, following up and doing data audits when necessary.
· With the Field LDM officer, monitors EMMP and other programmatic compliance at field level through document audits using a variety of methods
· Establish and maintain monitoring system to measure the overall performances of the field office;
· Maintains the learning and M&E systems, compiles and analyzes routine project data;
· Facilitate the preparations of Detailed Implementation Plans (DIP) including monitoring and evaluation plan for projects;
· Coordinates the field level community participatory monitoring and evaluation, reflective practice and impact measurement;
· Ensue the on time execution of projects major LDM events
· Leads project baseline, mid-term review and final evaluation assessments/surveys.
· Leads knowledge management related activities of the field office including documentation
· Proactively ensures networking and sharing of lessons from CARE programs with strategic partners and other stakeholders including government
I. QUALIFICATIONS (KNOW HOW)
§ Bachelor degree in Social Science, Statistics, international development, communication, Monitoring & Evaluation or other related fields
Desired:
§ Knowledge of statistical software such as SPSS or other type of databases such as advanced MS-Excel, MS-Access and others
B. EXPERIENCE
§ Seven to Nine years proven relevant field management in the area of LDM and M&E system
§ Demonstrated experience and ability to professionally and appropriately represent the organization
