JOB Summary
ROLE PURPOSE:
The primary function of the Head of Accounting is to ensure Ethiopia Country Office compliance with Save the Children’s accounting policy, donor requirements and generally accepted accounting principles through the development and supervision of CO financial policies and procedures, ensuring that accurate, complete and reliable financial information is maintained in the CO financial system, and ensuring an effective and efficient control of CO assets and cash flow to minimise receivables and currency revaluation losses etc. and providing on time accurate and meaningful reports to stakeholders
KEY AREAS OF ACCOUNTABILITY:
A. Ensures Country Office accounting policies and procedures are updated to reflect global SCI changes, donors and host country financial regulations.
· Budgets are phased in line with activity plan and entered into the Financial Management System.
· There is segregation of duties so that no one person has control of the whole of any financial process.
· Scheme of delegation is complete and up to date; compliant with global Delegated Financial Authority rules and guidance; and consistently applied.
· All balance sheet accounts are reconciled using the balance sheet tracker, key accounts monthly and others at least quarterly.
· Bank and cash balances are reconciled monthly/weekly respectively with independent cash counts evidenced. Good practice bank / cash procedures followed as per finance manual.
· Finance month end/quarter end/year end activities are completed in accordance with finance timetable and properly authorized.
· Country Offices retain and can access on demand a valid supporting document for every transaction, (securely filed and stored for the minimum period required). SCI ip Record retention policy is complied with.
· When Country Office has been audited by the external auditor or the Global Internal Audit Unit, the CO has developed an action plan to address all recommendations within the prescribed timeframes.
· Ensure strict adherence to the Scheme of Delegation throughout the country programme;
· Ensures that there exists appropriate segregation of duties and responsibilities within the department
· Manages the Country Office financial systems (Agresso) and provide the SMT and all budget holders a monthly updates on relevant information.
· Work with DFD in updating Country Office finance manual to reflect Documentation of all controls, procedures, changes in accounting and international accounting standards.;

QUALIFICATIONS AND EXPERIENCE
· Recommended a minimum of 8 years management experience in a corporate or an NGO environment, of which three years at a senior management level within the finance department of a national or international organization
· CPA or equivalent degree (CA, ACMA, ACCA) strongly recommended
· Excellent understanding of business and financial planning including strategic modelling
· Excellent analytical skills – the ability to analyse complex financial data and design and produce effective management information
· Excellent experience of budgeting and budget management
· Excellent understanding of financial systems and procedures
· Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
· Strong communication and interpersonal skills
· Ability to manage a complex and diverse workload and to work to tight deadlines
· Ability to build a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary
· Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
· A full appreciation of the value of co-operation within a team environment
· Understanding of Save the Children’s vision and mission and a commitment to its objectives and values
· Written and verbal fluency in English
