BACKGROUND:
The Ethiopian Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to a Transformation Council chaired by the Prime Minister and whose co-chair is the Minister of Agriculture.
The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and the Transformation Council. Within the Agency, issues are divided into three different verticals; Systems which includes seeds, soil health and fertility management, cooperatives, input/output markets, mechanization and extension/research; high priority Value Chains including tef, wheat, maize, pulses and oilseeds, and livestock; and Cross Cutting Initiatives that include gender mainstreaming, climate adaptation and environmental sustainability, and monitoring and evaluation. Across these programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models. The ATA will be financed by the GoE and a range of development partners.

Under the direct supervision of the Procurement Manager, the Procurement Specialist will be responsible for performing procurement activities, such as procurement tracking, communication and reporting, classification and filing procurement documents.
ESSENTIAL DUTIES:
The Procurement Specialist is responsible for:
1. Procurement Tracking
· Receive and keep a detailed record of procurement requisitions.
· Contact the technical person from the requesting program when necessary for clarification/specification.
· Classify purchase requisitions by type and forward to the Procurement Manager immediately so as to enable him/her to start the procedure.
· Ensure that all purchases of materials and procurement of services are carried out and delivered to the requesting programs/departments.
· Update procurement records according to the status of each procurement requisition.
· Assist the team in procurement analysis preparations.
2. Filing and Classification
• Classify purchase requisitions by type and date of request for ease of follow up and action.
• Keep proper documentation of purchase requisitions in process, as well as completed purchases, for easy reference during audit processes, future requirements and so on.
3. Communication and Reporting
• Maintain a close relationship with requesting program teams in person, via telephone, email, fax and/or any other appropriate means and provide them with information on procurement status, priorities, specifications, deliveries, and related issues.
• Request suppliers for bids via telephone, email, fax or any other appropriate means.
• Update requesting program teams on the status of their purchase requests on a biweekly basis, as well as when requested.
• Assist in compiling monthly and quarterly procurement reports.
• Write official letters, request for offers, purchase orders, internal memorandums, and internal meeting minutes.
• Handle related procurement activities as required by the Procurement Manager.
REQUIRED QUALIFICATIONS:
• Degree in Management, Management Information Systems, Materials Management, Purchasing and Supplies Management, Computer Science, and/or Accounting
• At least four years of combined experience in Procurement, Transactions Reconciliation, Documentation, Office Management, and/or related fields
• Extensive software skills: MS Word, MS Excel and PowerPoint
• Ability to communicate by email and conduct internet based research
• Strong communication skills
• Good report writing skills
• Good spoken & written English language skills
• Ability to work methodically, accurately and neatly
• Interpersonal skills; ability to work as part of a team
