Plan is seeking a Chief of Party (COP) for an upcoming USAID education project in Ethiopia. The project will focus on community outreach to improve reading and writing skills of Ethiopian pupils in primary schools and it will work in collaboration with other USAID projects seeking to advance pupils’ reading and writing skills. The COP will be responsible for overall management and leadership of the program, including managing all activities of sub-recipients and coordinating all program-focused strategic planning and decision making. The COP will be a key liaison with USAID, Government of Ethiopia, implementing partners, and alliance partners. This is a full-time position based in Ethiopia, and it will report to the Head of Programs of Plan International Ethiopia. The position is contingent upon award of the project by the donor.
Typical Responsibilities - Key End Results of Position:
Provide overall technical and managerial oversight and leadership for the project.
Ensure technical quality of the program and an integrated vision among different components and partners.
Supervise field operations, administration, logistics, and procurement.
Ensure efficient management of financial resources, including the review and approval of program budgets and monitoring of expenditures.
Oversee management, delivery, and monitoring of sub-grants.
Supervise program monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the donor.
Serve as a principal liaison with relevant ministries, USAID, project partners and stakeholders, and other donors to ensure effective program implementation and to build lasting relationships.
Assure full compliance with all USAID, Plan, and other fiduciary regulations
Job Requirement
About you
Knowledge, Skills and Behaviours required to Achieve Role’s Objectives:
Master’s Degree or equivalent in relevant field (Education, International Development, Social Sciences, etc.), PhD preferred.
Extensive experience of relevant program management and supervisory experience in the international development field.
Extensive experience managing large programs focused on education, community-based development, with significant experience in managing USAID-funded programs
Previous Chief of Party/Project Director experience.
Knowledge of and experience with USG and USAID rules and regulations.
Familiarity with the Ethiopian education system and/or familiarity with the education systems and education challenges in Eastern and Southern Africa.
Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems.
Experience working and collaborating with diverse sets of stakeholders, such as local partners, government officials, donor representatives, and international staff.
Ability to respond on short notice and plan and execute several activities at once.
Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.
Proven experience hiring, training, and supervising teams of international and local staff.
Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams.
Excellent English oral and written communication skills, knowledge of local Ethiopian languages would be advantageous
Proven experience in Eastern and/or Southern Africa, prior experience in Ethiopia highly preferred.
