I. JOB SUMMARY:
The purpose of the Monitoring, Evaluation and Reporting (MER) Officer position is to assist the Regional Manager in discharging duties and responsibilites related to MERL activities of Yekokeb Birhan program in the region. S/he renders technical MERL support to MERL officers and data clerks of implementing partners and assists in demonstrating progress against strategic objectives at the program level. This support extends to a wide range of NGO and CSO partners. The post holder is also responsible for assisting the generation of regular and ad hoc data and reports for internal and external purposes.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Technical MERL Support
§ Assist in the design and development of HVC program Performance Monitoring Plans (PMP) and ensure that it is utilized by the project and that MERL is an integral component in all objectives areas
· Assist the development of MERL system, regularly track project progress and facilitate impact evaluation in terms of project’s contribution towards achieving wider objectives and goals.
· Together with Regional program manager, undertake regular field monitoring visits and data flow mapping with partners to oversee project implementation, supervise quality of services, assess data collection, collation, storage, analysis and reporting process ensuring that data is audit worthy and extend MERL technical support to implementing partners.
· In conjunction with Regional program manager, organize regular assessment and review of project progress among implementing partners for proper reflection, learning and future programming
· Assist in the development and implementation of project’s Data Quality Management (DQM) plan to ensure data quality at program and partner level. This includes the development of standard operating procedures, establishment and maintenance of DQA files as well as organizing internal DQA at Pact as well as implementing partners level.
· Identify areas of support for strengthening MERL related activities for Partners ( this includes monitoring progress against plans)
Job Responsibility #2: Coordination
· Assist the presentation, delivery and documentation of research or key learning pieces to key stakeholders and policy makers involved in HVC efforts
§ Together with Regional Program Manager, conduct research and learning activities at a program level and coordinate expertise around baselines, learning reviews and evaluation related activities.
§ In collaboration with regional manager, other project units and partners, plans and coordinates joint monitoring visits and project review sessions.
Job Responsibility #3: Information Management and Reporting
§ Make sure project data is timely entered into data base; properly analyse data and generate analytical summaries to be used for reporting
· Prepare and consolidated quarterly, biannual and annual work plans and reports and submit to the regional manager for review and then to be submitted to the donor and relevant Government Offices
· Prepare, review and make sure that all reports to be submitted to the Government and donor are complete, consistent and accurate
§ Facilitates compilation of regular monitoring reports prepared by regional team along with evaluation recommendations
§ Generates and provides data deemed important for decision making and planning
Job Responsibility #4: Capacity Building
· In collaboration with other team members/ units undertake MERL module I & II trainings and mentoring to program and partners staff.
· Extend technical support to partners in the identification of solutions to MERL challenges they are encountering.
Job Responsibility #5: Learning and networking:
§ Together with Regional program manager, conduct research and learning activities at a program level and coordinate expertise around baselines, learning reviews and evaluation related activities.
· Assist the presentation, delivery and documentation of research or key learning pieces to key stakeholders and policy makers involved in HVC efforts and to wider Pact family.
