The WASH and Infrastructure Team Leader will be responsible for overseeing and guiding the implementation of all water and infrastructure schemes (including any civil infrastructure development) in the Mercy Corps Eastern Cluster region. The WASH and Infrastructure Team Leader (WASH+I TL) reports directly to the Eastern Cluster Manager. S/he receives technical guidance of the Addis-based Senior WASH and Infrastructure Coordinator. S/he works closely with their supervisors and technical report to ensure sound technical implementation of the water schemes, civil infrastructure and related activities, with the appropriate engagement of key government stakeholders. The post-holder will also ensure that all capacity-building and water, sanitation and hygiene activities related to water site development are carried out in an effective and participatory manner. S/he will further ensure that all water activities are done in a context-sensitive manner, and holistically coordinated with natural resource management staff, economic development and humanitarian programs and other stakeholders.
ESSENTIAL JOB FUNCTIONS:
Project management and technical
Coordinates and ensures implementation of all Mercy Corps’ and any Sub-grantees’ water and/or infrastructure activities implemented in the Eastern Cluster.
Leads the design and development of strategies, approaches and methodologies for specific program activities.
Ensures all water and infrastructure activities in the cluster are implemented in accordance with the Mercy Corps, donor and government guidelines and policies.
Initiates, fully participates in and provides technical inputs in the development of joint, comprehensive work plans for all water and infrastructure activities in the cluster.
Conducts ad hoc, monthly and quarterly meetings with water and infrastructure team to ensure continuous review and reflection of activities.
Ensures application of best-practices in water point and civil infrastructure development, rehabilitation, management and maintenance. Ensures a coherent, community-based and market approach to WASH and Infrastructure programming for Mercy Corps in the cluster. Documents and disseminates success stories and lessons learned.
Assists team in linking water and infrastructure activities with other relevant processes – economic development team, peace-building and natural resource management, and health – and supports a coherent approach across activities
Whenever necessary (highly technical activities) organizes a competitive bidding process with the procurement team to select the most qualified and cost-effective contractor. Reviews all tender documents and manages the contracts process.
Conducts and lead’s where necessary, trainings, community meetings and workshops to identify, monitor and support implementation of water and infrastructure priorities. Provides technical support to water and infrastructure team in conducting the same.
Regularly reports on progress and issues to Supervisor & WASH Coordinators.
Conducts participatory surveys, needs assessments, data and information collection as per the needs and schedules of the program.
Prepares monthly and quarterly reports for their Supervisor and the WASH/infrastructure Coordinator.
Staff Management
Provides direct line management support to staff under direct supervision.
Ensures each team member has individual work plans, as per project work plan, with clearly assigned roles and responsibilities.
Ensures each staff member soundly implements all program activities, as per team work plan and reports on progress.
Holds regular supervision meetings to provide feedback on staff performance.
Coordination and Collaboration
Ensures the cohesion of the overall water and infrastructure approach through a close working relationship with other thematic units in the cluster. Maintains on-going coordination and communication with INGO WASH forums and government counterparts.
Job Requirement
KNOWLEDGE AND EXPERIENCE:
A minimum of BSc or Master’s Degree in Civil Engineering, Water Resources Management, Water Treatment Technologies or related field. 5-10 years of management of development programs including infrastructure rehabilitation.
Key programmatic knowledge includes community mobilization, project management and peace building
Private sector experience a significant advantage
Excellent team and interpersonal relationship skills, especially in a cross-cultural setting, required.
Ability to take direction, follow procedures, meet deadlines and work independently and cooperatively with team members is required.
