Overall Responsibility

Working with and reporting to the MCH Manager, the MCH Centre OPD Head is responsible for planning, organizing, directing, controlling and coordinating the activities of the MCH Centre outpatient services and ensures the effective and efficient delivery of clinical MCH services.
Specific Responsibilities

1.) Strategy and Planning
Objective: Successful strategic development and national expansion in line with the values of the MSI Partnership and the goals of sustainability and leading the family planning sector
· Contribute towards MSI Ethiopia’s strategy and future programme direction, with particular focus on driving MSI Ethiopia towards programme sustainability and increasing access to family planning and SRH services in Ethiopia through proper MCH services
· Participate actively in MCH Centre management team and facilitate quarterly performance reviews of service uptake.
· Contribute to annual business plans and facilitate the business planning process (service target setting and activity planning in MCH Centre)
· Assist the development of project ideas and provide input into proposals to attract donor funds.
2) Team Leadership
Objective: An energetic, innovative, capable and appropriately managed MCH Service Provider Team with good cohesion and interaction between medical team members, and between the Medical Team and the rest of MSI Ethiopia.
· Establish the priorities and focus of the OPD services under the MCH centre and ensure proper alignment with overall priorities of the MCH centre.
· Coach and provide expertise in developing strong technical skill amongst the OPD team
· Monitor and track MCH services provided by the OPD staff and control the quality
· Ensure that OPD staff are motivated in their service provision
· Ensure all human resource issues for the OPD staff in handling according to the MSIE procedures
· Assess training needs and arrange training in consultation with the MCH Centre Manager in building the capacity of OPD staff regularly
3) MCH Services
Objective: In place the provision of effective and efficient MCH services to meet service quality of the FP/RH goals of MSI Ethiopia.
4) Resource Management
Objective: In place efficient and effective utilization and integration of human, financial and physical/material resources.
Person Specification

Educational Qualification:
· Education: Diploma in Nursing with at least 7 years of experiences in clinical service or BSC Degree in Nursing with at least five years of hands on experiences in similar function.
Experience
· Minimum of 7 years hands on experience on OPD functions in MCH service delivery for Diploma and 5 years for BSC

· Understanding the issues surrounding provision of reproductive health care services
· Understanding major policies/issues of government health policies, regional policies
· Strong technical skill in client services
· Ability to proceed on own initiative using independent judgement within MSIE Authority delegation.

· Sense of urgency and working under stress conditions
· Collaborative approach to team working and harmonization
· Knowledge of local Language and Culture of the operational Area
