The PSEA-CBCM Behavior Change and Communication Officer key staff of IMC GBV program management team, and will oversee the day to day implementation of PSEA-CBCM (Prevention from Sexual Exploitation and Abuse- Community Based Complaint Mechanisms) pilot project in Melkadida camp. He or she will supervise two staff- one BBC/Communication Officer and one Community Mobilization Officer and; will closely IMC GBV staffs to implement PSEA related activities in Melkadida as well as in Kobe camp and Reception center. He or she will actively collaborate with other actors on PSEA issues and represent IMC in all PSEA related meetings and forums at the camp and Dolo Ado levels.

· Supervise day to day program activities related to PSEA- CBCM in Melkadida camp: monitor daily tasks, PSEA staff presence and performance against plans; · Collaborate with IMC GBV staff and other partners to address PSEA related issues in Kobe camp and Reception Center: plan PSEA activities together with the GBV team. Liaise with other partners to implement, or address PSEA issues ; · Collaborate with the GBV team to develop weekly and monthly activity plans related to PSEA activities: ensure PSEA activities are integrated into IMC GBV program work plans; · Lead PSEA CBCM activities: in collaboration with IMC GBV team and partners, take a lead in organizing assessments, consultations, dialogues, meetings, sensitizations, trainings and meetings related to PSEA; · Collaborate with IMC case workers to facilitate supportive services for survivors of SEA: ensure survivors of SEA are referred to IMC case workers to access supportive services available in Melkadida camp; · Work with the Deputy Program Manager to develop procurement and spending plans related PSEA activities: ensure that procurement and spending plans related to PSEA activities are developed in line with the PSEA budget and submitted to program management for review and approval; · Participate in planning and delivering of trainings to staff, partners and refugee structures on PSEA: serve as participant, and or a facilitator in PSEA related trainings; · Collaborate with UNHCR and ARRA to co-facilitate PSEA meetings at the camp and Dollo Ado levels: liaise with UNHCR, ARRA and partners to develop meeting plans, draft and send out meeting invitations and organize PSEA meetings; · Collaborate with the GBV team and community structures to develop participatory communication strategies related to PSEA: oversee the development and testing of culturally appropriate messages for PSEA behavior change initiatives; · Support the establishment of PSEA sub-committees such as steering committee, and or clearing house as well as tools ( ToRs forms etc) to coordinate PSEA initiatives; · Reporting: compile monthly and quarterly project reports highlighting achievements, challenges encountered, best practices/lessons learnt for submission to donors; · Program development: participate in PSEA related program development including writing concept notes and proposals; · Provide ongoing technical support and guidance to strengthen PSEA coordination in collaboration with UNHCR and ARRA; · Maintain good relations with community leaders and partners including UNHCR in the camps; · Maintain records of activities and produce regular weekly updates and monthly reports; · Contribute to a positive IMC team environment; · Assist in the development of new project designs, implementation and evaluation efforts; · Perform other duties as assigned in the implementation of program activities. |

· Bachelor degree in sociology, social work or Reproductive Health or related experience
· Background in SGBV, Human Rights and/or Protection.
· Experience in providing training
· Experience working with communities through community entry, mobilization and dialogue
· Previous experience living in a hardship environment;
· Fluency in English is required
· Language ability in Somali required; May May strongly preferred;
· Comfort in living and working in the Dolo Ado area, including daily work in refugee camps.
