POSITION: Livestock Technical Specialist

POSITION SUMMARY:
The Livestock Technical Specialist is a key member of the Market Systems Strengthening (MSS) Team within the Economic and Markets Development (EMD) unit. The MSS Team uses market systems, community-led approach to stimulate economic growth creating wealth and jobs for the poorest while maximizing investment from the private and public sectors. The MSS Team is comprised of technical expertise in the areas of outputs markets, inputs markets and financial markets. Its main sectors include livestock and livestock products, agriculture, energy, financial services, light industry and labour/employment.
ESSENTIAL JOB FUNCTIONS:
• Develops their own deep understanding and mastery of ‘market systems strengthening facilitation’ including coaching, relationship building, communicating, entrepreneurialism/business understanding and innovating.
• Becomes intimately familiar with all aspects of the relevant market systems the project is targeting including key actors (inputs wholesalers, retailers, field agents, community-based animal health workers (CAHWs), livestock & dairy producers, traders, information service providers, warehousers, transporters, financiers, intermediary and terminal markets); governance frameworks (formal and informal); and all support markets and functions;
• Strengthens private sector development in Ethiopia by bringing new ideas and initiatives to MSS team and overall project and country program;
• Provides training, oversight and conducts initial and refresher training for CAHWs and private pharmacists in the technical areas of animal health while working closely with the Inputs Supply Officer for Veterinary, Outputs Markets Officer Livestock/Livestock Products, and Financial Services Officers;
• Develops and organizes vaccination and treatment campaigns to ensure appropriate coverage, GoE partnering, monitoring, reporting and documentation;
• Develops and organizes livestock health related training for staff and communities, including a training in LEGS;
• Develops key monitoring and measuring indicators, milestones and plans in close collaboration with supervisor and M&E team, and solely responsible for monitoring and reporting all output, outcome and impact indicators for respective market system(s);
• Ensures the program captures and responds to up-to-date information about market developments within respective market systems and global best practices for market systems strengthening.
• Mentors Mercy Corps staff in the market systems strengthening approach;
• Develops and implements work plans to achieve project’s objectives;
• Assess the situation of Veterinarian Facility Units (VFU) and advise the management of the programme on possible intervention which could be undertaken under by the programme.
• Provide technical assistance to farmers on how to improve breeding of livestock.
• Supervise the distribution of poultry in communities ensuring that this falls under the general strategy of the community mobilization team in that particular community.
• In conjunction with the agri-enterprise team advise livestock owners, farmers and beneficiaries of the programme, how to look for new markets for their products.
• Coordinate with the veterinarian services programme activities keeping them inform about the progress.
• Arrange village level, meetings with livestock owners to explain the aim of veterinary services and for veterinary extension purposes.
• When using MC property for take appropriate care of the inventory and ensure correct use complying with the MC policies.
• Keep other district office management staff updated with regard to the security situation in the project implementation area and provide advice as to how to manage our presence in this environment.
• Provide regular reports and updates to the PVC regarding the effects of the drought on livestock in the district, and the areas most affected.
• Maintain detailed records and up to date paperwork for all duties as per agreed upon formats.
• Assist Mercy Corps staff with any requests for information or data regarding program expansion or development.
• Promote and adhere to the principle and objectives of the project and Mercy Corps/Afghanistan.
• Provide written and oral translation and report writing for program staff, as necessary;
• Conducts her/himself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
• Other duties as assigned.
• Doctoral degree in veterinary medicine required. Certified trainer of trainers for CAHW minimum standards. LEGS training certified.
• Additional degree in veterinary medicine preferred
• Minimum of 3 years’ experience in private sector or working with other agencies in market systems facilitation, agribusiness or financial services
• Experience in private sector is strongly preferred
• Ability and willingness to drive motorcycles greatly preferred.
SUCCESS FACTORS:
• Fluent in English, Fluent in at least two of the following languages: Somali, Afaan Oromo, and/or Amharic (capable in all three a strong benefit)
• Business minded, entrepreneurial, curious, great problem solving skills, unafraid to ask questions, and results motivated.
• Excellent communication, facilitation and networking skills with a wide range of actors across geographical areas
• Computer literate especially in Microsoft Office (Word, Excel, PowerPoint, Outlook)
