Quantitative and qualitative analysis for the Yekokeb Berhan Highly Vulnerable Children (HVC) program
Introduction
The Yekokeb Berhan (YB) - Highly Vulnerable Children (HVC) program, is a five year program implemented by Pact in Ethiopia with PEPFAR/USAID funding. The long term vision of the YB – HVC program is to have a child focused social welfare framework in place in Ethiopia that allows all children, including those that are highly vulnerable, to thrive. The program goal is to ensure highly vulnerable children and their families can access quality and appropriate services and are empowered to lead healthy, productive and fulfilling lives.
As a sub-partner to Pact on the YB program, FHI 360 is responsible for providing technical assistance, training, mentoring and supervision and overall capacity development in health, nutrition, psychosocial support, child protection, shelter and care, database development and communication. The technical assistance is provided in coordination with Pact and Child Fund.
Since the Yekokeb Berhan Program for highly vulnerable program started in April 2011, several training have been conducted so far, in all of the regional clusters. The training focused on in health, nutrition, psychosocial support, child protection, shelter and care. From the midterm evaluation carried out so far, more than half of all parents and caregivers interviewed reported benefitting from the Better Parenting and permagardening knowledge and skills they learned respectively. However, information was not collected on how exactly the better parenting and permagardening intervention improved parenting attitudes and practices and household vegetable consumption among HVC care givers respectively. Hence, the current assessment aims to investigate the specific impact of Better Parenting Training Program on caregiver parenting practices and household vegetable consumption a due to better parenting and permagardening intervention respectively.
The results of the evaluation will provide program designers and implementers in government and civil society with sound evidence of the impact of the Better parenting and Permagardening intervention, which will promote the continuation of this intervention beyond the life of the program and its further scale up. The results will also inform parenting interventions in future programs.
Ability to meet deadlines set on the timetable and for the whole assignment
Time office space and equipment:
FHI360 will provide office space (when/where necessary), and facilitate the process by availing logistics such as transportation, equipment and stationery for the Consultant as per FHI360 policies and procedures.
Reporting:
During the execution of the Terms of Reference, the consultant will work in close collaboration with FHI360 project staffs (head office technical officers) and expected to hold a few briefing meetings with them.
Submissions:
1. Letter of expression of interest and demonstration of capability.
2. Evidence of past experience in undertaking similar assignments (three most recent assignments, certificates) of similar works done.
3. At least three previous clients and their contacts as referees
4. Both a technical quotation (how you propose to undertake the assignment, and work plan) and a financial quotation (cost in ETB).
